HomeMy WebLinkAboutTC Min 2004-01-07 .c . ~ .- ~ , ~ ~ TOWN COUNCIL MINUTES CALL TO ORDER Mayor Fredericks called the regular meeting of the Tiburon Town Council to order at 7:45 p.m. on Wednesday, January 7, 2004 in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, Califoruia ROLLCALL PRESENT: COUNCILMEMBERS: Berger, Fredericks, Gram, Slavitz, Smith PRESENT: EX OFFICIO: Town Manager McIntyre, Town Attorney Danforth, Town Clerk Crane lacopi CLOSED SESSION CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Section 54956.9(b)) Significant Exposure to Litigation: One Case Pursuant to Califoruia Goverument Code Sections 54950 et seq., the Town Council held a closed session at 6:00 p.m. No action was taken. INTERVIEWS . 6:30 p.m. - Jim Fraser . 6:45 p.m. - Bill Teiser . 6:55 p.m. - Jim Hermann . 7:05 p.m. - Mike Figour . 7:15 p.m. - John Kunzweiler ORAL COMMUNICATIONS Allan Littman, Owlswood Lane, urged the Council to reflect upon and consult with the Chief of Police about taking a more humane, more respectful, and more "American" approach to the arrest of drunk driving suspects. He expressed his outrage at the treatment by a Tiburon police officer of an elderly lady, an "impeccable member of the community," who had published her story in the Ark. Mr. Littman said that she had posed no threat to the community and could have been sent home in a taxi rather than being arrested and having to spend the night in jail. Littman said that the police would find more cooperation in the community if they took a different approach. Town Council Minutes # 01-2004 January 7, 2004 Page 1 ..c r--. Two Falun Gong practitioners, Matt Gnaizda and Adam Leining, spoke to the Council urging the adoption of a resolution condemning the persecution ofFalun Gong practitioners worldwide by the Chinese Government. CONSENT CALENDAR 1. Approval of Town Council Minutes - November 19, 2003 2. Approval of Town Council Minutes - December 3, 2003 MOTION: Moved: Vote: To adopt Consent Calendar Items 1 and 2, above. Slavitz, seconded by Gram AYES: Unanimous ABSTAIN: Smith REGULAR AGENDA 3. Appointments to Town Boards, Commissions & Committees a) Appointments to Planning Commission - Two Vacancies b) Announcement of Pending Vacancies on Town Boards, Commissions & Committees c) Town Council Committee Liaison Appointments ,-.. a) Mayor Fredericks said that the Council would defer the appointments until later in the meeting. b) Mayor Fredericks announced the pending vacancies on the Library Agency Board of Directors and the Parks and Open Space Commission. She also noted that other unscheduled vacancies might occur if any of the current commissioners or boardmembers were appointed to fill the Planning Commission vacancies. c) Councilmember Smith agreed to assume all of the committee liaison assigmnents vacated by outgoing Councilmember Thompson with the exception of the Public Works Committee. Vice Mayor Berger said that he would like to serve on this standing Council Committee in order to assist the Director of Public WorksfTown Engineer with contracts and other matters. The Council then adjourned to the conference room to discuss the qualifications of the Planning Commission applicants in more detail. Following the discussion, the following motion was made: MOTION: Moved: Vote: To appoint Jim Fraser and Jolm Kunzweiler to the Planning Commission.
