TOWN COUNCIL
MINUTES
CALL TO ORDER
Mayor Gram called the special adjourned meeting of the Tiburon Town Council to order at 6:38
p.m. on Wednesday, December 8, 1999, in Town Council Chambers, 1505 Tiburon Boulevard,
Tiburon, California.

D. PUBLIC HEARING
1) FORMATION OF MAIN STREET ASSESSMENT DISTRICT-
A Resolution Adopting Engineer's Report, Confirming Assessments and Directing
Actions with Respect thereto - (Adopt)
B. Resolution Authorizing Issuance of Bonds - (Adopt)
Town Attorney Danforth, Town Engineer Schwartz and Underwriter Mark Pressman gave brief
presentations which described the amended Engineer's Report and the new assessments.
Mayor Gram asked if there were any protests to the formation of the district. There were none.
Town Attorney Danforth said Council should continue the hearing to a proposed special meeting
on December 15, 1999 to award the contract for the reconstruction of Main Street.
Town Clerk Crane Iacopi said that the Town had received ballots and waivers for all of the Main
Street Assessment District parcels. She said the Town had also received ballots for all but four
(4) parcels in the District and, of the ballots received, all had been affirmative.

~ Mayor Gram asked whether the Town Clerk had received ballots from Milt McDonough (Angel
Island Ferry) and Dr. Rappaport (NES). Town Clerk Crane Iacopi answered in the negative.
Mayor Gram commented that he and Councilmember Bach had spent nearly two years working
with the Main Street property owners toward a resolution of the lawsuit and solution to improve
the street and traffic circulation of downtown. He said it had been a pleasure to work with the
property owners and thanked them for "stepping up to the plate" for the increased assessments
that would result in "a first class street."
Mayor Gram also noted that the Town would increase its contribution to the project from
$70,000 to $100,247.
