HomeMy WebLinkAboutTC Min 1999-04-21 /~ TOWN COUNCIL MINUTES CALL TO ORDER Mayor Bach called the regular meeting of the Tiburon Town Council to order at 7:30 p.m. on Wednesday, April 21, 1999, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. A. ROLL CALL PRESENT: COUNCILMEMBERS: Bach, Gram, Hennessy, Matthews, Thompson (7:45 p.m.) PRESENT: EX OFFICIO: Town Manager Kleinert, Town Attorney Danforth, Planning Director Anderson, Finance Director Stranzl, Chief of Police Herley, Superintendent of Public Works Iacopi, Town Clerk Crane B. ANNOUNCEMENT OF CLOSED SESSION ACTION (If anv) Mayor Bach said there was no closed session. /--- C. PUBLIC OUESTIONS AND COMMENTS John Kern, Stewart Drive, spoke on behalf of the residents at Hilarita who have requested that the Town extend the sidewalk between Lyford Drive and Ned's Way at the same time the off-site street improvements are being constructed for the new Tiburon Police Station. D. COUNCIL. COMMISSION & COMl\1l1 lEE REPORTS 1) MARIN CONGESTION MANAGEMENT AGENCY PROGRAM - (Farhad Mansourian) Mr. Mansourian, Executive Director of the Marin Congestion Management Agency, said he had been directed by the Board of Supervisors to solicit feedback from the Councils in Marin on ideas for any specific projects or other ideas for the agency to pursue. Mansourian said the idea was to take the success of Measure A and continue the process to fruition. Councilmember Matthews asked about water transportation projects, and was told that a separate task force was looking into that area. Vice Mayor Gram suggested a particular focus on Southern Marin's transportation needs to avoid another "no" vote. Councilmember Hennessy asked about funds for improving the Town's multi-use path that is utilized by many Tiburon and non- Tiburon residents. Mayor Bach suggested looking at maintaining the current transportation infrastructure. ,....... Town Council Minutes # 1162 April21, 1999 Page I ,,~ Councilmember Matthews said more information was needed about the proposed rail component of the [failed] ballot measures. Mansourian said a task force comprised of Marin and Sonoma County officials was studying that issue. 2) AMERICAN ASSOCIATION OF UNIVERSITY WOMEN ~ (Southern Marin) A presentation was given by Tiburon residents Doris Dantes, President Elect of AAUW Southern Marin, Emily Heller, Past President, and Charlotte Hamilton. The women gave a history and background of the organization that was chartered in 1949. The organization does fundraising to sponsor women in graduate education, and continues to work on issues of equity and gender bias in education. The group also recognized Tiburon resident and fellow member, Diane Smith. Mayor Bach presented a proclamation honoring the group for its first 50 years of service to the community. 3) TIBURON HIGHLANDS MASTER & PRECISE PLAN APPEAL STATUS REPORT - (Update by Mayor Bach) Mayor Bach suggested putting the matter back on the agenda for hearing on May 5. He said his impression after meeting with the neighbors was that they were not getting close to an agreement. Tom Bomar asked for the opportunity to address the Council. He said he didn't understand why the Town would not "back us [the neighbors] in resolving this." He handed out a hand-marked map showing the parcels that he claimed supported the project. "", Peggy Hill, 358 Karen Way, said that the applicant, Mr. Grange, was "putting neighbor against neighbor," and that not everyone was for the project. She said lived in the neighborhood when the Highlands was approved, and asked that Council help keep the peace of the neighborhood. After directing Staff to make sure that everyone had notice of the proposed hearing, Council agreed to schedule it for May 19, 1999. E. CONSENT CALENDAR 4) MAIN STREET ASSESSMENT DISTRICT FUNDING - (Approve Additional Funding Advance for District Design) 5) CYPRESS HOLLOW PARK - Acceptance of Grant Deed - (Resolution) 6) STATE TRANSPORTATION LEGISLATION - Support for Senator Burton's 3-BilI Legislation - SB 8; SCA 3; SB 315 - (Adopt Resolution) 7) AMICUS BRIEF REQUEST - Circle K Ranch Corp. v. NEW BUSINESS 8) POLICE DISPATCH SERVICES - (Conceptual Approval to withdraw from Mill Valley's Southern Marin Dispatch and Contract with Marin County Sherifl's Department) Police ChiefHerley said that four communities [Sausa1ito, Mill Valley, Belvedere & Tiburon] had consolidated their dispatch services in 1994 through a joint powers agreement. He said that Sausa1ito, Mill Valley and Belvedere were now looking to get out of the JP A and recommended that Tiburon follow suit by contracting with the Marin County Sheriffs Department for services. Herley said there would be no denigration of service and that on the affirmative side, there would be a cost savings to the Town in taking this action. He said another benefit would be that the cities and county would be on the same records management system. In response to a question about whether the [County] dispatchers would be familiar with Tiburon, ChiefHerley said the County would have a separate console for Southern Marin. Vice Mayor Gram wondered whether there was any kind of performance standard by which to judge the new service. Councilmember Thompson said he had supported the concept for some time. MOTION: To approve the conceptual withdrawal from Southern Marin Dispatch and approval of contract for dispatch services with the Marin County Sheriffs Department. Thompson, Seconded by Gram AYES: Unanimous Moved: Vote: 9) THIRD QUARTER TOWN FINANCIAL REPORT - (FY98-99) Finance Director Stranzl said the report, which incorporated the budget revisions adopted at the last Council meeting, showed a projected FY operating budget surplus of$200,000. H. UNFINISHED BUSINESS 10) TIBURON FERRY DOCK REALIGNMENT AND RECONSTRUCTION PROJECT - (Status of Project) Planning Director Anderson said the new deputy Town Engineer was working on the project that incorporated attributes of both Alternates 1 and 2 as drawn by the former Town Engineer. Anderson said the project must be underway by June 30, 2000, in order to get the transportation funding previously applied for. He said that the permit process and potential issues with [Pt. Tiburon] homeowners could delay the process, but said that Staff would proceed with the project unless otherwise instructed. Town Council Minutes #1162 April 21, 1999 Page 3 ~ Councilmember Thompson suggested holding a public hearing, and Town Manager Kleinert said he had discussed the idea of holding a public workshop with the affected parties: Pt. Tiburon, Blue & Gold Fleet, the McDonoghs, Mr. Zelinsky, and others. Kleinert said that the Tiburon ferry landing was a significant terminal and should be improved. Councilmember Hennessy asked about whether Blue & Gold Fleet would continue to have exclusive use of the terminal if the Town accepted State funds to improve it. Town Manager Kleinert said the dock would become property of the Town and could be regulated, but noted that Staffwas exploring the details with the Metropolitan Transportation Commission. Council backed the idea of the workshop and Councilmember Thompson and Mayor Bach agreed to attend. L COMMUNICATIONS None. /-.. J. STAFF & TOWN MANAGER REPORTS 11) SOUTH OF THE KNOLL PORTABLE RESTROOMS - (Consider Recommendation by Parks & Open Space Commission for Trial Removal) Council consensus was to leave the portable restroom at its current location. A brief discussion about how to better "camouflage" it took place, but it was noted by the Planning Director that a permanent enclosure would make it more difficult, if not impossible, to remove and replace the unit when damaged. In response to a suggestion that the unit be serviced more often, Superintendent of Public Works Iacopi said the restroom was serviced once a week but noted there it is gets heavy use by the public, especially on weekends.
