HomeMy WebLinkAboutTC Min 2001-11-28 .. - TOWN COUNCIL MINUTES CALL TO ORDER Mayor Thompson called the special meeting of the Tiburon Town Council to order at 6:00 p.m. on Wednesday, November 28, 2001, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. ROLLCALL PRESENT: Mayor Thompson (Presiding Chair), Vice Mayor Matthews, Councilmember Bach, Councilmember Slavitz ABSENT: Councilmember Gram PRESENT: EX OFFICIO: Town Manager McIntyre, Town Attorney Danforth, Planning Director Anderson, Finance Director Stranzl, Director of Public WorksITown Engineer Echols, Chief of Police Odetto, Assistant to the Town Manager McVeigh, Town Clerk Crane Iacopi ORAL COMMUNICAnONS None. 1""". INTRODUCTION OF NEW TOWN EMPLOYEES . Felicia Newhouse, Administrative Aide, Public Works Department Director of Public Works Echols introduced Felicia and said she would be assisting his department in routing correspondence, gathering data, and generating computer maps and graphs. . Brian Lynch, Associate Planner, Planning Department Planning Director Anderson made the introduction. He said Brian had a planning degree from CAL POLY San Luis Obispo and had previously worked in the town of Scott's Valley. FAREWELL TO OUTGOING EMPLOYEE . Lieutenant Thomas Aiello, Police Department Mayor Thompson commended Lt. Aiello for his service and said he would be missed by the community. Thompson said Lt. Aiello had a "great attitude" that worked well in the Town. Bach, seconded by Matthews A YES: Unanimous ABSENT: Gram TOWN COUNCILMEMBER COMMENTS Councilmembers will have an opportunity to reflect on the prior year and acknowledge outgoing Councilmember Mogens Bach. Each councilmember present personally acknowledged Councilmember Bach. Mayor Thompson said that Mogens always kept things "fun." On a serious note, Thompson said that Bach's construction and engineering background had been a very valuable asset to the Council. Vice Mayor Matthews read a "telegram" of congratulations from the Prime Minister of Denmark. Matthews said it had been a great pleasure to serve on the Council with Mogens and that he wished him well in his future endeavors. Councilmember Slavitz said he had found Mogens' sense of humor, and knowledge of the downtown area and local businesses to be very helpful in his eight months on the Council. I'""' In his "farewell" speech, Councilmember Bach reflected on his term in office, from "what made him run" to the many accomplishments of the Council during that time. He especially acknowledged long.time friend and former Councilmember Terry Hennessy for her "clear vision" and "no nonsense approach," and former Town Manager Bob Kleinert for sharing his many years of knowledge and "steering" him in the right direction. Bach said that although the Council had not faced major issues, there was a lot of work to be done, such as resolving neighbor disputes and keeping the Town out of lengthy litigation. He said the Council had faced the long.standing drainage issue between Belvedere and Tiburon "head on" and had brought about its resolution. He also said that the Main Street Reconstruction and Tiburon Police Station construction projects had been completed during his tenure, and that police salary negotiations had been concluded in a timely manner. Councilmember Bach said that he had never been a better team than "Tiburon," which included both the Town Council and Town Staff. Finally, Bach and wife Mary Catherine presented a weathervane of their own design to be placed on the Town Hall clock tower. Mayor Thompson read the inscription, "To the Town of Tiburon from the Bach family." I'""' III III Town Council Minutes # 28.2001 November 28, 2001 Page 2 _ CERTIFICATION OF NOVEMBER 6. 2001 nBURON MUNICIPAL ELECTION The Town Council. having received the official results of the election from the Town Clerk, will now consider and act upon the following resolution. (a) A Resolution of the Town Council of the Town of Tiburon Certifying the Results of the November 6, 2001 Municipal Election for the Purpose of Electing Three Town Councilmembers MOTION: Moved: Vote: To adopt above resolution. Slavitz, seconded by Matthews AYES: Unanimous ABSENT: Gram Upon adoption of this resolution, the prior Town Council is hereby dissolved. SEATING OF THE NEW TOWN COUNCIL The Town Clerk will administer the Oath of Office to the newly elected Councilmembers and present them with their Certificates of Election. Town Clerk Crane Iacopi administered the Oath of Office to Councilmembers Fredericks and Matthews. ,-... ELECTION OF MAYOR The Presiding Chair will receive nominations for the office of Mayor and conduct the election. MOTION: Moved: Vote: To elect Harry Matthews as Mayor. Slavitz, Seconded by Fredericks AYES: Unanimous ABSENT: Gram Outgoing Mayor Thompson thanked the Council and "Team Tiburon" for supporting his sometimes "quixotic endeavors" during the past year, such as the drive to reduce traffic on Tiburon Boulevard and improve school safety. Thompson said it had been an "immense pleasure" to serve as Mayor and that the time spent was "well worth it." Mayor-elect Matthews introduced members of his family who were in the audience. ELECTION OF VICE MAYOR The Mayor-elect will take the Chair and conduct the election of Vice Mayor. -- MOTION: Moved: To elect Tom Gram as Vice Mayor. Thompson, seconded by Slavitz Town Council Minutes # 28-2001 November 28, 2001 Page 3 , ""' Vote: AYES: ABSENT: Unanimous Gram NEW TOWN COUNCILMEMBER COMMENTS Councilmembers will have an opportunity to reflect on the coming year and acknowledge incoming Councilmember Alice Fredericks. Mayor Matthews said he first met Councilmember Fredericks at a coffee when he ran for election four years ago and that she had asked many good questions. He acknowledged her for getting involved in many aspects of the community, such as the Library, Parks & Open Space Commission, and Planning Commission, and said she had worked hard and run a good campaign. Councilmember Slavitz said he was most impressed by Alice's "thoroughness" and pleasant personality while serving together on the Planning Commission. He said she would contribute to an ongoing sense of congeniality on the Town Council. Councilmember Thompson said he appreciated Alice's enthusiasm and her vision for the Town. He acknowledged her hard work through a "tough election" and further acknowledged all the candidates who had run. Councilmember Fredericks thanked her fellow Councilmembers for their welcome and said it ,,-. was an honor to serve as an elected official.
