Dear Mr. Kleinert:
Thank you for giving me the opportunity to present to you a proposal for conducting a
Public Opinion Research Survey for Tiburon regarding the proposed Tiburon Town Center.
Since 1987, 1 have managed over thirty-five political campaigns in Marin and Northern
California. I have written, supervised and analyzed public opinion surveys for various clients
including Supervisor Brady Bevis, The Buck Center for Research in Aging, the Paso Robles
Union School District, the Larkspur School District, the Ross Valley School District, and the Marin
Agricultural Land Trust.
The approach that I use to create, write, implement and analyze public opinion surveys
includes the following process:
First, I meet with a interested individuals to get a general idea of what you want to
accomplish with a survey, to determine specifically what you are looking for, and to determine
various message points that need to be tested. The objective is to obtain enough information so
that the questions can test various viewpoints on the issue and give you an accurate reflection of
public opinion at the time of the survey.
On December 6, 19931 at the request of Mr. Mark Ginalski, we conducted that meeting and
a great deal of information was given to me about the Town Center Project. After approval of this
letter agreement, any individual council member may contact me with specific points that they'
wish to be considered in the drafting of the survey.
Second, I write a preliminary draft of questions. On December 10, 1993 at a time &
location to be determined, a committee of between three and five will review the questions and
finalize them with me.
Third, I conduct a small representative sample of a pre-test with the surveyors to determine
if there are any inconsistencies, difficult wordings or unclear expressions. If necessary, changes
are made as a result of the pre-test.

Fourth, the survey is conducted by telephoning a scientifically random selection of a
minimum of 300 registered voters in the Town of Tiburon. The sample will accurately reflect the
age and gender of Town voters.
After the survey has been conducted, I will prepare a written tabulation of the responses
with some detailed cross tabs. I will make an oral presentation to any group that you care to
form to review the results on December 27, 1993 at a time & location to be mutually agreed upon.
If additional cross tabulations are desired, they will be produced within seven days of the request.
The cost for this survey will $6,250 payable one-half on December 10, 1993 and one-half
at the presentation on December 27, 1993.
A duly authorized approval by you on this document will form the agreement for this Voter
Survey on the terms and conditions stated herein.
