CALL TO QRDER Mayor Friedman called the adjourned workshop meeting of the Town Council of the Town of Tiburon and the Citizens' Financial Review & Operations Committee to order at 7:00 P.M., Tuesday, April 20, 1993, at the Tiburon Lodge, Tiburon, California. A. ROLL CALL PRESENT: COUNCILMEMBERS: Kuhn, Thayer, Thompson, Nygren, Friedman ABSENT: COUNCILMEMBERS: None EX OFFICIO: Town Manager Kleinert r CITIZENS' F&OR COMMITTEE MEMBERS PRESENT: Barbara Boucke, Katie Bruel, R. Hinkel, H. Mathews, R. Wischow, N. Wolf CITIZENS' F&OR COMMITTEE MEMBERS ABSENT: B. Agee, R. D. Cook B. Im'ERVIEWS The Council interviewed five (5) candidates for various positions on Town Boards, Commissions and Committees. C. PUBLIC QUESTIONS AND COMMENTS There were none. D. BUSINESS ITEM 1. TOWN COUNCIL & CITIZENS' FINANCIAL AND OPERATIONS REVIEW COMMITTEE WORKSHOP REGARDING COMMITTEE'S REPORT AND RECOMMENDATIONS ~ Councilmember Thayer introduced the Committee members; provided a background of the Committee's efforts and the Report's preparation; acknowledged that neither he nor Councilmember Thompson participated in the TOWN COUNCIL MINUTES #972 4/20/93 1 . final preparation of the Report; noted this workshop is to summar.ize the Committee's findings and recommendations; and, to respond to questions or clarifications. The Report will be submitted formally to the Town Council and the public at the regular May 5 meeting. The Town Council expressed their appreciation to the Committee and commended them for their time and effort in preparing this comprehensive Report. The Committee reviewed the following Report recommendations which focused primarily upon: (1) eliminating Town Attorney and Secretarial position by contracting with local law firm; (2) replace computer system and reduce maintenance costs; (3) adding Minute Clerk position; (4) eliminate Police Captain and one officer positions; (5) reducing court overtime; (6) restructuring engineering, public works and building inspection responsibilities, thereby eliminating Town Engineer contractual services; one Building Inspector and one Public Works Foreman position. The Council had various questions in regard to the overall basis and analysis of certain Committee recommendations. The workshop discussion focused on the operations and staffing of various Town departments. t The Council also discussed certain areas of the Report pertaining to increased revenues; reallocation of the Town's Restricted Funds; establishing performance measurements and service standards, street maintenance needs, and budget presentation. E. ADJOURNMENT There being no further business before the Town Council of the Town of Tiburon, Mayor Friedman adjourned the meeting at 10:05 P.M. to the regular meeting of April 21, 1993. v--z .,~~_C?
