Mayor Fraser called the special meeting of the Tiburon Town Council to order at 7:30 p.m.
on Wednesday, October 4, 2017, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon,
California.

RECOGNITION OF TOWN SERVICES
• Michael McMullen: Parks&Open Space Commission(2002-2008);Parks,Open Space
and Trails Commission (2008-2017)
Mayor Fraser thanked Mr. McMullen for his years of service to the Town of Tiburon,and presented
him a plaque from the Town Council to commemorate his years on the Parks & Open Space
Commission and the Parks, Open Space and Trails Commission.
INTRODUCTION OF NEW TOWN EMPLOYEES
• Jordan Zurheide, Police Service Aide
• Deny Cruz, Police Service Aide
The Chief of Police introduced two new Police Service Aides to the Town Council and staff, and
said the Police Department is pleased to have them.
CONSENT CALENDAR
CC-I. Town Council Minutes—Adopt minutes of September 19,2017 special meeting(Town

CC-2. SB I RMRA Funding — Consider amendments to Capital Improvement Plan and FY

ACTION ITEMS
AI-1. Appointments to Town Boards & Commissions — Consider appointment to Design
Review Board (Town Clerk Stefani)
Town Clerk Stefani said there had been a vacancy on the Design Review Board since June,and after
two open application periods,the Town Council interviewed a total of four applicants. She said the
individual appointed to this special vacancy will serve on the DRB until 2020,and recommended the
Town Council consider making an appointment.
MOTION: To appoint Suzanne Kim to the Design Review Board.

The Town Council thanked the remaining applicants and encouraged them to stay involved. They
commended Ms. Kim's experience and level of expertise for this particular position.
AI-2. Energy Efficiency Measures — Consider options to reduce greenhouse gas emissions
including Electric Vehicle Charging Stations, LED streetlights, adding solar panels to
Police Station and conversion of municipal accounts to Marin Clean Energy's Deep
Green program (Department of Public Works)
Town Manager Chanis said the Town of Tiburon's Climate Action Plan included several ideas and
strategies for the Town to utilize to reduce energy consumption, and said staff had prepared a report
on several proposed projects for the Town Council to consider. Director of Public Works/Town
Engineer Barnes reviewed four proposed projects to reduce greenhouse gas emissions:
Electric Vehicle Charging Stations at Lyford Drive Parking Lot
Barnes said adding a charging station at this location would cost the Town approximately$31,000.
He said this project was of concern to staff because the annual subsidy depends greatly on how much
the station gets used and how much the Town charges for use, and because 5 parking spaces will be
lost for only two restricted EV charging spots. He said staff is recommending against this project.
Solar Panels on Police Station
Barnes said the shingles on the Police Station roof were problematic for adding solar panels to the
roof. and for that reason, staff is recommending the Town Council instead consider a carport solar
array in the front of the Police Station. He showed a diagram of what this project might look like,
and said this will cover 91% of the annual cost of electricity at the Police Station.
LED Streetlights
Barnes reviewed the cost savings associated with retrofitting streetlight fixtures to LED bulbs. He
proposed a "trial" of at least 4 LED lights on Mar West and/or Blackfield Drive, testing different
colors, brightness, shields, and giving residents an opportunity for feedback.

Marin Clean Energy Deep Green
Barnes said the Town is currently"Light Green", or using 50% renewable energy, but opting up to
"Deep Green" would take the Town to 100% renewable energy. He said this would have a great
environmental impact, and would cost the Town an additional $3,200 per year. He added that this
cost may be further reduced if the Council authorizes the LED streetlight and solar panel projects.
Director Barnes reviewed the staff's recommendations: approve $30,000 to convert streetlights to
LED bulbs, approve $260,000 for carport solar array at Tiburon Police Station and authorize
switching the municipal accounts to Deep Green. He again recommended against the EV Charging
Station project.
Councilmember Fredericks asked if the new LED bulbs will be down lights. Barnes said the new
bulbs would be mostly downlight, and more so than the current streetlight bulbs.
Vice Mayor O'Donnell asked about handicap access to the EV charging station in this particular lot.
Barnes said one of the charging spaces would need to be accessible, but handicap van accessibility
may be able to be accommodated in another way if the station is curbside, rather than in a parking
lot.
Councilmember Thier asked if other locations in Town were considered for a charging station.
Barnes said other locations had been considered, but this location was the most inexpensive.
O'Donnell asked if the Town could partner with the owners of the private parking lots in Town for a
station. Town Manager Chanis said the staff can expand their search and try to find an arrangement.
Thier commented that perhaps there is an opportunity with the large library expansion,and suggested
that a charging station be installed closer to downtown so citizens using the station will have a way
to pass the time.
Mayor Fraser asked for clarification about the parking space configuration in the Lyford parking lot.
Director Barnes explained there are handicapped spaces available in the lot now,and due to changing
ADA standards, installing this station there would require a handicap accessible charging space.
Overall,installing this station at that location would remove five existing spaces,and leave only two
reserved spaces for charging.
Fraser believed it is incumbent upon the Town to have an EV charging station available in Town
soon. He said he would like to see this project accelerated to discuss an EV charging station plan for
the community.
Mayor Fraser opened the floor for public comment.
Lucy Pazcowski spoke about the importance of reducing greenhouse gas emissions and the
implications of climate change for young generations.

Caroline Shurs applauded the Council's efforts to reduce greenhouse gas emissions, and also spoke
on the importance to decrease carbon emissions for future generations.
Another local student asked the Council to follow the staff's recommendation.
Helene Marsh acknowledged the climate leadership in Tiburon,and urged the Council to follow the
staff's recommendation to help meet Tiburon's Climate Action Plan goals.
A Blackfield Drive resident said the Town opting for deep green will immediately reduce emissions,
and praised the cost effectiveness of solar panels and LED light fixtures.
J.R. Killigrew, of Marin Clean Energy, offered to answer any questions from the Council about
Marin Clean Energy's deep green program.
Betsy Rosenberg said there had been admirable climate leadership shown in Marin County.
An unnamed citizen spoke in support of the projects,and praised the fact that the community and our
local children will be able to see that the Town is supportive of energy reduction initiatives.
Another unnamed citizen spoke in support of the projects.
Nancy Gamble urged the Town Council to authorize the switch to deep green, and to demonstrate
leadership and encouragement for local residents and businesses to do the same.
Chance Cutrano, of the Sierra Club of Marin, said the Sierra Club was pleased to see Tiburon move
forward with these projects, and urged the Town Council to follow the staff's recommendations.
Sana Thomas urged the Council to adopt the staff's recommendations.
Sara Lochran said she was hopeful Tiburon would join the other municipalities in Marin that have
converted to deep green.
Mayor Fraser closed the floor.
Councihnember Fredericks praised the analysis provided in the staff report, and said she supported
the staffs recommendation. She also praised the Vice Mayor's vision to consider several energy
efficiency projects at once.
Vice Mayor O'Donnell was pleased to see several energy initiatives proposed.He said he was also in
support of the recommended projects, but still believed finding a place for an electric vehicle
charging station was important. He suggested pursuing a partnership with owners of private parking
lots in Town.
O'Donnell added that many Tiburon residents would also benefit from switching over to Marin

Clean Energy, and praised the Town's efforts to be one of only a handful in the nation that require
solar panels to be installed when building a new home.
Councihnember Kulik said the proposed projects were undeniably beneficial. He praised the
initiative to involve the community in the LED streetlight conversion project and the Town taking a
leadership role in going deep green. Kulik also agreed that the EV charging station project in its
current form would not be in the community's best interest, and said good recommendations had
been brought forward for finding other locations for a charging station.
Councilmember Thier said the Town and the Council should be proud of the vision to consider
several energy reduction initiatives,and said she was in support of the proposed projects. She agreed
that finding a good location for an EV charging station in Tiburon was important, and requested
"Town staff report back by February 2018 on the progress of this project.
Mayor Fraser agreed with the rest of the Council, and thanked the Vice Mayor for his vision to look
at this issue with a larger perspective.He again requested the staff accelerate the EV charging station
project, and find a good place in Town for a station.
MOTION: Approve $30,000 budget amendment to fund a capital improvement project to
convert all cobra head streetlights to LED,approve a$260,000 budget amendment to
fund a capital improvement project for a solar parking shade structure at the Police
Station,authorize Town staff to convert all Town electric utility accounts with Marin
Clean Energy to Deep Green, and to direct staff to continue evaluating projects for
future EV charging stations, on public or private property, and to give a report on
progress by February 2018.
