Subject: Bank of Marin Ad Request
Hello, Mayor and Council:
The Bank of Marin has requested permission to feature the Town of Tiburon in one
of a series of ads it is creating (see attached examples). The ad would not convey
an endorsement, only the already public information that the Town banks at that
institution.
I believe this is excellent free exposure for the Town, and consistent with our goals
of the downtown report. It is also notable that the Bank of Marin is very active
locally; they have a representative on the Chamber of Commerce Board and Rotary.
The bank also contributes to many local events and activities.
Please let me know if you have any questions or find this to be problematic for any
reason. Unless I hear to the contrary I will authorize the ad.

TOWN OF TIBURON
Tiburon has always been very strict about allowing National chain stores to come
into its jurisdiction and so I am hopeful that the application for Peet's coffee at the
Cove Shopping Center will be rejected.
The Cove has two wonderful coffee and pastry businesses who have been there
over thirty years. The owners are local and have been very involved in the
community and have been very generous of their products for charity purposes and
of their time for projects in the Tiburon Belvedere Community.
Sweet Thing and Hearts and Flowers more than adequately serves our
community and it would be such a disservice to allow a national chain like Peet's
on the Tiburon Peninsula that hurt our local small business owners.

The Town Council considers appointments to various Town commissions,
boards and committees throughout the year due to term expirations and unforeseen
vacancies. In an effort to broaden participation by local residents . in Tiburon's
governmental process and activities, the Council needs to know your interest in
serving the Town in some capacity.
Please indicate your specific areas of interest and special skills or experience
which would be beneficial to the Town, by completing both sides of this form and
returning it to Town Hall. The application form can also be found on the Town's
website, www. ci. tiburon. ca. us.
Copies of the application will be forwarded to the Town Council and -an
informal interview will be scheduled when a vacancy occurs. Your application will
remain on file at Town Hall for a period of one (1) year.

Statement of Interest and Experience
Jon Welner
My family and I have lived at 24 Juno Road in Tiburon since early 2003. My wife's
name is Pamela. We have three children: Mira (11), Benjamin (7), and Naomi (4). We love our
neighborhood (Belveron East) and look forward to watching our children grow up here in
Tiburon.
I am a land use and environmental attorney. I graduated from Stanford Law School in
1995 and have practiced in the Bay Area ever since. From 2002 to 2010, I worked in the
environmental group at Paul Hastings LLP in San Francisco (www.paulhastings.com). In early
2010, I opened the San Francisco office of Downey Brand LLP, a law firm based in Sacramento
(www.downeybrand.com). I have extensive training and experience in land use law, including
zoning, permitting, CEQA, and NEPA, and have represented numerous clients on these issues
throughout the State. I would love the opportunity to put these skills to use on behalf of the
community in which I live.
I have long been interested in finding ways to contribute to our community. Pamela and I
are active members of our neighborhood association, and take a great interest in the issues that
affect Tiburon. I have served on the boards of numerous nonprofits, including two major
institutions in Marin County: Congregation Rodef Sholom (2004-2010) and the Osher Marin
Jewish Community Center (2010-present). I have also represented Marin nonprofits on a
pro bono basis with regard to land use and permitting issues, specifically Slide Ranch (2008-
2009), Last Chance Committee (2009-present), and Devil's Gulch Ranch (2011-present).
I believe that I can make a significant contribution to our community by serving on the
Planning Commission. I look forward to discussing this possibility with you.

Hello George, Peggy, Jill & Carolyn,
Here is our progress report for November at Blackie's Garden
Arlene Nielson from Tiburon Peninsula Foundation received hers separately.
In November we had another very busy month.
We pruned all the Matilla Poppy shrubs from about 5 feet to 8 inches.
We planted all the plants shown above & attached drip irrigation to some
& re - used other drip heads (some only needed to be extended or
re positioned. We completely re landscaped one area about 7 X 9 feet
but had good soil there already. We transplanted one small tree
that was only about 5 feet high to a more visible spot and also it will
have more sun light. We measured the area along the 2 lane strip of
Tiburon Blvd. where in the spring we hope to get rid of the weeds,
add new top soil & put in plants that when established will require no summer
water. One shrub will be Cape Plumbago (vivid light blue bloom. mid summer to
frost. Another will be Ceanothus dark
star - a dark blue bloom in spring. A third should be
(if we can get them - (scarce) Cape honeysuckle orange / red blooms all winter.

directed Town staff to prepare a resolution denying this application, for adoption at the

2. 1599 TIBURON BOULEVARD: File No. 51110; Zelinsky Properties LLC, Owners;
Armstrong Development Properties LLC, Applicant; Sign Permit for installation of
exterior signs for a drug store and pharmacy (CV S/pharmacy). The project would include
a 61.38 square foot, indirectly-illuminated under marquee sign; one 3.19 square foot non-
illuminated under marquee sign, and three 4.60 square foot non-illuminated window

Architectural Review for construction of a new two-story single-family dwelling, with a
Floor Area Exception. The applicants propose to demolish more than 50% of an existing
two-story dwelling and construct a new dwelling. The new dwelling would result in a
total floor area of 4,900 square feet, which would exceed the floor area ratio of 4,548
square feet for a lot of this size. Assessor's Parcel No. 058-282-04. [LT]
4. 290 CECILIA WAY: File No. 21108; Candace and Jason Washing, Owners; Site Plan
and Architectural Review for construction of a new one-story single-family dwelling,
with Variances for reduced rear yard setback and excess lot coverage. The applicants
propose to demolish more than 50% of an existing one-story dwelling and construct a
new one-story dwelling. The new dwelling would be increased in size by 1,274 square
feet, resulting in a total floor area of 2,854 square feet. The house would extend to within
6 feet of the rear property line, which would be less than the 23 foot rear yard setback
required in the R-1-BA zone. The proposed lot coverage of 3,454 square feet (40.5%)
would be greater than the 30.0% maximum lot coverage permitted in the R-1-BA zone.

have the same size and dimensions of previously approved additions to the existing
single-family dwelling on the site and would increase the total floor area to 3,592 square
