TOWN COUNCIL MINUTES CALL TO ORDER Mayor Matthews called the adjourned meeting of the Tiburon Town Council to order at 6:10 p.m. on Thursday, June 11, 1998, at Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. A. ROLL CALL PRESENT: COUNCILMEMBERS: Bach, Gram, Hennessy, Matthews, Thompson PRESENT: EX OFFICIO: Town Manager Kleinert, Town Attorney Danforth, Finance Director Stranzl, Chief of Police HerJey, Superintendent of Public Works Iacopi, Town Engineer Barmand, Senior Planner Watrous, Town Clerk Crane B. ANNOUNCEMENT OF CLOSED SESSION ACTION (If anv) Mayor Matthews said a closed session would be held at the end of the meeting. - C. PUBLIC OUESTIONS AND COMMENTS None. D. PUBLIC HEARING I) TOWN MUNICIPAL BUDGET FOR FY 1999-2000 - (Continued Public Budget Hearing) - Department Operating Budgets. Town Manager Kleinert gave an overview of the two-year budget program, and noted that the total projected year one was $7,866,000 and for year two was $6,180,000, most of which was in the capital improvement and debt service programs. Kleinert asked Council to hear a report from Town Engineer Barmand who was leaving the country prior to the next regularly scheduled meeting. He stated it was an urgency issue. MOTION: Moved: Vote: To place the Capital Improvement Budget on the agenda [as well as June 17] Hennessy, Seconded by Gram AYES: Unanimous Town Engineer Barmand spoke primarily about the Town's street repair and maintenance program. He said that in the 1998-99 fiscal year, all of the Bel Aire and Belveron portion of the program would be completed. Barmand told Council that even though the available funds were not enough to do significant and necessary repairs, the overlay program he had undertaken would prolong the life of most streets. ~, Town Council A1inules #114] June 11, 1998 Page 1 ,- Councilmember Thompson suggested that Council expend some of the Town's unallocated reserves to make street repairs, especially for those streets that would continue to deteriorate and thereby cost more to fix later. Councilmember Gram said he and Mayor Matthews had not supported the streets tax ballot measure. He said street repair should be a priority but no additional funds should be spent until after the new Police Station was completed. Gram suggested that Town Engineer Barmand start preparing a list of streets slated for repair past the current two-year budget plan. Mayor Matthews said if the Town received any "windfall" funds, they should be spent on street repair. Town Manager Kleinert noted that it was increasingly difficult for cities and towns to budget and provide financial planning when the State continued to "take-away" funding from local agencies. He predicted that more cities and towns would have to rely on local taxation in the future as a way to make necessary repairs and support their infrastructure. Finance Director Stranzl summarized each department's operating budget for Council. Council and Staff made the following comments: Public Works Superintendent Iacopi said that both the Public Works facility and Staff were "aging" and that both his men and equipment were "burning out." He said the department was functioning with ,,, fewer men but more projects. Town Manager Kleinert said the Public Works Department has first priority for adding Staff, but that he wanted to discuss a reorganization of the department with Council first. Councilmembers Bach and Hennessy asked that consideration be given to widening the sidewalk in front of Paradise Cafe. Councilmember Hennessy asked for the location of the proposed recycling bins, and was told they would be placed downtown and in Blackie's Pasture. Councilmember Gram asked where the funds would come from if the Town participated in the widening of Main Street. Town Manager Kleinert said they would most likely come from the Town's reserves; Finance Director Stranzl said they might come from the Tiburon Boulevard Fund. Buildin~ and Planning Councilmember Gram asked whether a cost recovery line item could be tracked and established by department. Finance Director Stranz! said he would prepare this information for the final budget. He noted that the Building and Planning Departments recovered approximately 75% of their costs, but that traditionally Administration and Finance had not charged for their time. Gram suggested that this might be appropriate for large projects such as the upcoming Ned's Way Senior Housing. '-' Town CouncilMinwes #1141 June 11, 1998 Page 2 ,- Police ChiefHerley said the Department made a concerted effort to schedule officer appearances in Court to avoid additional overtime charges. Herley discussed the difficulty of recruiting and maintaining officers, but said that they were currently interviewing candidates. Town Manager Kleinert noted that the Department budget included the purchase of an all-terrain vehicle which would be fully outfitted for emergency calls. Chief Herley noted that this would replace the regular on-duty supervisor's vehicle and would be in keeping with the State Incident Command System (ICS) and State Emergency Management System (SEMS).
