I love the library as it is. I love the design of the library - its scale and its placement. I love the welcoming feel as I enter. I love the fact that I can park easily and can get immediate attention if I have a question. I love the way event planners arrange for a larger space when expecting a larger group. I'm sorry the staff feels cramped in their working space but they could find storage space in nearby facilities. I'm sorry that much time and money has been spent and library space has been used for a plan without full community support. Thank you for your reconsideration. O Mayor Fraser, I totally support the library expansion, and know it will be huge asset to our community. Although there is controversy over its size, the need is there, and I've no doubt every inch of it will be productively used. I remember the old library (where the post office is now) and what a sad, cramped little place it was. The current library has made a huge difference - there are always people there and the computers are mostly all taken. More space will allow it to be utilized even more - helping more people in a multitude of ways. I think there has been MORE than enough discussion on this - as Nike says -Just Do It. So, please forward this to Jim Fraser. Jim: I signed the petition opposing the library expansion largely due to the lack of information about both the need, the cost, and the funding source for this project. The recent newsletter provides some additional information, but omits some very important considerations. Those are: 1. Of the list of needs, what are the "must haves" for the project, how much space that list required, and what is the cost of this list. The only "must haves" I have heard about are increased space for operations and perhaps additional room for the actual library. The rest seem to be "nice to haves". 2. A prioritized list of "nice to haves", including the scope and cost of these. These seem to be over half the project and have little to do with an actual library. 3. Why is it necessary to build other than the "must haves" if a smaller project would be more welcome in the community? Other concerns. 1. I notice the cost is qualified by being based on "standard construction cost assumptions for Marin County". If this architect is so experienced in building library projects, I would have expected a much harder number than this. What have the costs been on other comparable projects? 2. What is the actual increase in space under roof? There is an artful evasion by discussing only "useable" new space. Not the most transparent approach. 2. The funding is really a question. The folks supporting this "expect" the costs to be paid for by private sources. Can the Town Council make approval contingent on having a detailed cost breakdown with hard costs and all the funding raised before beginning the project, including a contingency for the inevitable cost overruns? 3. What happens if they run out of money due to cost overruns or some of the promised funding does not materialize? Can they have a contingent guaranty from known and reliable sources? 4. Who pays now for the library operations? Is the current operation self funding? How is the $82K of increased negative cash flow from this project going to be funded? Does the library 7/9/2012 Page 2 of 2 have multi year, reliable projections of the costs of operation? Jim, I cannot help but feel that ultimately, the taxpayers are going to be pushed to fund at least part of an unnecessarily large project or its operation. If the Town Council approves this, I would urge you to pledge to the town that absolutely no town funds from any source will be used now or in the future to fund the construction or operating costs of this project. And, insure that there is a standby guaranty of funding when the promised funding is not adequate. Might as well approach this like any corporation would. Dear Council Fraser, My experience in living in different communities across the USA; is that the Library is the foundation of every community. When moving to a new town or city; I obtain a library card within two weeks. I also peruse the community literature, most often located in the library's entranceway, so I may gain further knowledge and connections within my new community. My experience with the Belvedere-Tiburon Library (BTL) was amazing to read the "In the Stacks" Newsletter and seeing this community's commitment for electronic education: with hands-on experience with a librarian to answer questions, presentations by local authors and knowledgeable business people willing to donate their time and skills which continues to stimulate our citizen's personal growth and development. The Teen's and Children's variety of programs provides a community resource for parent's participation as well as children's only activities. The Director and Library Staff are very helpful and knowledgeable, giving great information and direction for newcomers in the community. Overall, the BTL is a people's library open to everyone. I have attended the evening programs, artist's receptions, researched in the reference materials, checked out books and videos, and have attended 7/10/2012 Page 2 of 2 conversational language group meetings. Every week I am in the library. I look forward to living fifty more years in this community. In addition, I appreciate knowing that technology, cultural events, family fun events, educational and personal growth activities will continue developing within my community. As you probably are aware I have lived in this community my entire life. I have seen the growth of not just the library but also of the community. Since I was a child the population has grown, and the population has changed. As a result the community needs to change. When the current library was built the planners developed a space for the young children in the area but now they have grown up into teens and young adults so it is time to expand to accommodate their new needs. Also, with the addition of the Corner Books & Coffee Cart in the library instead of paying rent on the Boardwalk, now the proceeds will benefit the library not some other for-profit company. You may also be aware that this was a very important project for my late mother, Ann Otter. So this project has a personal importance for me and my family. To see one of her projects completed for the continued benefit of the community she loved so dearly would be a great compliment to her spirit. There will be much more space young children, a quiet place for adults to read, a teen room for young adult activities such as study sessions, and book clubs. The new library will bring us into the computer age with more stations and other improvements in technology bringing our library into the 21st century. The weekly programs will no longer have people standing in the entry trying to hear the speaker inside the room as there will be room for all to be seated comfortably. In addition the expanded library will be a "green" building, reducing energy costs and creating expansive views of the open space through large glass windows. Most exciting to me is the concept of a children's garden and a beautifully landscaped plaza leading to an expanded Zelinsky Park. This will provide space for enjoyment of the outdoors where we now have a parking lot. There have been many concerns about the originally proposed size and the architects have done a good job of reducing the square footage to reflect the issues brought forward by some in the community while still meeting the needs of library users and staff. Those who came to the Library Open House were able to get accurate information from architects, staff and Agency members, as opposed to some of the incorrect information published in the Ark. Unfortunately there was no coverage of the Open House by the 1 newspaper. Hopefully the Ark will send a reporter to the next open house on July 14 to learn first hand what is being proposed.. We are a small town but not a provincial one and should have a library that reflects the many new as well as old ways people use libraries. I urge you to look forward and approve the Library's expansion plans.
