We would like to join those who are in support of the design being proposed for this expansion. We believe the design is appropriate for its location and reasonable in its size. The size of the addition speaks to and provides a balance between the library's program, space needs (identified in the 2011 updated needs assessment) and the concerns expressed by members of the public about size, mass, bulk and view. It is a design that is attractive, sensitive and respectful to its natural surroundings. The new portion of the building will match the existing library in terms of materials, color and ambience. The interior space is organized to maximize efficiencies and minimize operating costs while increasing the square footage of the Library. It will be a LEED certified building. The interior space of the northern and northeastern side of the building opens up to vistas of the Tiburon hills, the marsh and Old St. Hilary both from the first floor and from the second floor where the deck off the reading room looks out to an unimpeded view of those treasured elements. More than that, the promenade will connect a beautiful town plaza at the front of the Library and Town Hall to an expanded Zelinsky park and an attractive outdoor view, and will provide multiple opportunities to enjoy what will surely become a vital and vibrant use of public space for residents and their guests. The expansion, combined with the highly popular programs and services of the Library, will attract residents to downtown Tiburon, not just to visit the library, but also to visit and enjoy local businesses as well. We are reminded of Senator Robert Kennedy who said, "There are those who look at things the way they are, and ask why...I dream of things that never were, and ask, why not". Why not take this opportunity to give current residents and future generations of our two fine communities an extraordinary building that will offer many enjoyable, educational, cultural and learning possibilities. It will be a wonderful legacy to all who come after us. Respectfully, Louis E. Spiesberger and Bonnie Spiesberger, Ed.D. i Belvedere, California N, Ii TO IN 1", J CLERK '1'-OWN OF TIBURON TO THE TIBURON COUNCIL I LOVE WALKING INTO THE LIBRARY AND FEELING WELCOME. THE AMBIANCE, THE LIGHT AND THE COMFORTABLE FEELING IS WONDERFUL. I AM SO SORRY THAT THE EXPANSION PLANS WILL DIMINISH THAT FEELING. 1600 SQUARE FEET IS JUST TOO BIG. IT IS NOT NECESSARY. I RECOGNIZE THE NEED FOR A LARGER CHILDREN'S ROOM BUT 3400 SQUARE FEET? THAT IS BIGGER THAN MOST OF OUR HOUSES. I KNOW I COULDN'T WATCH MY GRANDCHILDREN IN A 1000 SQUARE FOOT ROOM. HOW CAN WE EXPECT OUR WONDERFUL CHILDREN'S LIBRARIAN TO KEEP AN ON EYE ON CHILDREN IN SUCH AN ENORMOUS SPACE. COULD WE CONSIDER AN ALTERNATIVE. KEEP THE LIBRARY AS IT IS FOR THE PRESCHOOLERS AND PROVIDE SPACE ELSEWHERE FOR THE OLDER STUDENTS. IT IS SAID THAT THE FOUNDERS ROOM IS TOO SMALL TO ACCOMMODATE THE MANY PEOPLE WHO ATTEND THE EVENTS. I AM A MEMBER OF THE PROGRAM COMMITTEE AND OUR ATTENDANCE RECORD THAT GOES BACK TO 2006 SHOWS THAT IT IS RARE THAT WE HAVE MORE PEOPLE THAN THE ROOMS WILL ALLOW. IN FACT, FOR THE YEARS 2010 AND 2011, THERE WERE ONLY 10 TIMES OUT OF 208 PROGRAMS THAT WE HAD TO TURN PEOPLE AWAY. IN SUCH CASES WE CAN ARRANGE TO USE THE TOWN HALL. THESE ARE JUST TWO EXAMPLES OF SPACES DESIGNED THAT ARE TOO LARGE. THERE ARE MANY MORE. CAN WE PLEASE REVISIT THE EXPANSION PLANS AND POSTPONE ANY DECISION UNTIL WE HAVE A CONSENSUS? THANK YOU. GENNY CHAPMAN JULY 18, 2012 D V E JLILZ TOWN CLERK TOWN OF TIBURON Dear Mayor Fraser and Council Members O'Donnell, Collins, Fredericks and Doyle, More than three years ago, I met with Debbie Mazzolini and Bonnie Spiesberger and pledged my support for an expansion to the library. After reading months of controversy, played out in the Ark, I maintain my pledge. The ongoing argument that Tiburon is a small community, let's keep it that way and not change, is ludicrous. The community has definitely changed in the almost forty years my family has lived here. We view the library as a microcosm of the community where all are welcome for myriad activities, gatherings and interests. At the same time, it can be a sanctuary for an individual to quietly read, use the computer, or write. And it is a wonderful place for children, at least my grandchildren think so! I wish you well as you sort through the controversy. Sincerely, Patricia A. Reichardt JUL `Z 3 2012 TOWN CLERK TOWN OF TIBURON July 19, 2012 Re: Library Expansion Dear Tiburon Town Council, We are writing to express our concern regarding the proposed library expansion. Cove Road is the closest residential street to the library, and we feel the proposed building is too large, too close to Tiburon Boulevard and could overshadow our properties. Several of our neighbors would be directly impacted due to lost views of the St. Hilary open space and lights from the new library shining into their windows at night. Furthermore, many of the trees which provide screens between our backyards and Tiburon Boulevard will lose their leaves this winter-resulting in a further loss of privacy from the imposing building. The story poles have been erected while many of our neighbors are taking summer vacations, denying them the opportunity to fully understand the impact on their homes. This process appears rushed, and the families on Cove Road share many concerns regarding the design, its proximity to the street and the need for such a massive structure. We urge you to vote against this design. Thank you for your consideration. The needs of the community seem to be met by the existing library and there does NOT seem to be overcrowding as stated by those supporting the plan. In addition, the proposed plan will block our view of the lovely open space and Old St. Hilary's. It will create more traffic problems and will impact the marsh area in back of the library. We urge the Town Council Design Review to consider these and other concerns the community have and to encourage a much more modest in scale expansion for any future needs. The Agency has received the best professional advice regarding our library's space and functional needs for the coming decades. These needs have been thoroughly reviewed with you at previous public meetings. The architects have achieved a highly artful translation of those space requirements into a sensitive addition to a library building. This addition is very respectful of the architectural style and character of our beloved library. The proposed design before you for approval has fully taken into account the directions you have previously offered regarding size, views and visual relationships to Town Hall. The design is also consistent with the Tiburon General Plan, which requires that buildings front on streets with parking placed to the rear of buildings. The time is now to approve this design so that the Library Agency and Foundation can commence a serious fund raising drive to provide the construction funding. This is a rare opportunity for the community to receive, at no cost to taxpayers, a much-needed upgrade to a heavily-used public facility. It would be a terrible shame to waste that opportunity.
