As a longtime resident of Belvedere, I have been anxiously awaiting progress on this effort, and have enjoyed watching the plans take their current shape. This expansion will have obvious visible benefits to the town, as it creates an inviting plaza with a view corridor to the previously obscured Zelinsky Park and marsh. The community-coalescing aspects of the library can extend outdoors to this space, where people will be able to meet, linger and create a sense of a true town center. The sense of "are we there yet?" that visitors have as they drive down Tiburon Boulevard will really change: rather than peering anxiously ahead, past conventional commercial grocery and drug stores, to catch sight of the Main Street area, instead they will know that they have truly arrived in the charming town that they expect as soon as they see the Plaza. As important as these improvements will be to the public ambiance of the town, the impact of expansion on the functionality of the library as a learning and resource center for all ages is even more impressive. The library, as beautiful as it is, has been woefully undersized for its roles since its opening. Its popularity and high usage have it bursting at the seams. The up swell of both digital and hardcopy information is prompting more and more visits to the library every year. It is clearly essential that a community with the resources and values of Tiburon and Belvedere respond to the needs of its families and individuals for an adequate, forward-thinking, multifunctional and cross-generational learning facility. The expansion as currently proposed will accomplish that at no cost to taxpayers, and bring the scope of service into line with the needs of our towns. Since that time we've had many public meetings seeking community input at Tiburon Town Hall, the Belvedere Community Center and at the library. I have been involved for many years as a member of the Building Committee and the Architect Selection Committee and the Agency Board so I know firsthand how carefully we have listened to Town Council, to the public, to our needs assessment experts, to the staff,, to library Directors and planners around the Bay Area - and in my case, to members of my gym, my neighbors and people I meet at downtown restaurants! Our library has been a tremendous asset to our community since it was opened in 1997. Over the past 15 years we have become the victims of our success and the library has become seriously overcrowded. The design we are presenting to Town Council next week addresses these issues and will provide much needed space for children, for teens, for technology and for the staff. It includes more space for adults and for the many programs the library provides us. All the needs will be housed in an absolutely stunning building - it is definitely- not big and bulky. And the added bonus? The design will create a magnificent town plaza for the community. This will be a place for people to be, to meet, to hangout it will be a community space that connects to Zelinsky Park and frames fabulous views of the hills and old St. Hillary's. You've seen the renderings, so you can picture it: the library, the plaza and Town Hall. It's going to be beautiful. I just read the comments on the I Love the Library petition and they definitely sum up my feelings: A great asset to our community I'm 1000% for the expansion A significant addition to our wonderful town It's reasonable and necessary Yes! I'm tired of sitting on the floor An investment in a library is the best invest a community can make Yes! Enough Fuss!! I am very much in agreement with Gerry and many others including the READ group that these misleading tactics do nothing to promote understanding and cooperation among those concerned. The included picture, from the double page add in the July 18 Ark, uses false perspective to give the impression that the proposed Library is a small building dwarfed by Town Hall. If you didn't know which is which, you might even think that the building under discussion is Town Hall. But they know, and so do you. That does not mean that some reasonable expansion is not needed- but the size should be realistic, with some compromised accepted. Can anyone explain why that decision was made, and is it reversible should the such a choice permit it to operate without so much additional space? In the past we had easy access to books from other libraries, as I recall. Were there perceived advantages to going it alone other than a desire for communal autonomy? If the latter, why? I've not seen any references made to the pros and cons of the county connection. That is really a monstrous building for such a small town. if it's really no larger than the Mill Valley library, as I think I read, the latter is better designed and does not loom above the neighborhood as this projected library will! I imagine she said that as long as you gained no financial benefit you were on safe ground. But Alice, I think there is a moral issue here. How do your fellow councilmembers feel about your actions in support of the expansion? More and more people are expressing distress at your position and activities. During that time I've watched the library's first group of babies enter high school and the first group of preschoolers leave for college. Here at the library we've worked hard to hide from the public the ways in which library functions are hampered by lack of adequate space. If people only knew the number of Boy Scout and Girl Scout troops I've turned away, the groups of mothers who flock here on rainy days when they can't go to the park, or how baby carriages block access to the kids room, they'd understand how tight our situation is. When classes come to the library for tours or to learn about resources they are always sitting on the floor. We literally don't have enough seats for one group of children. And, the eight tiny chairs in the children's room are too small for anyone over age eight. Bigger tables and chairs won't fit or provide enough seating. When students arrive after school in the afternoon there is a mad rush into the building. Each one is trying to get to a table, a computer, a chair, or just a spot on the floor before they are all taken. I've dubbed it the "daily dash". 7/23/2012 Page 2 of 2 You can encourage the children in this community to grow up and be civically active by showing that their needs are important, and that they are wanted here. Cramped inadequate space does not send an encouraging message. The library is a vital resource to community members of all ages. Please help us to continue providing the level of service that the community has come to expect, and to meet the community's changing needs. It seemed as if the library needs had been fulfilled. To me it is vital to know that those who come after my 92 years, will have more adequate library resources. Not a teenager or a 2-year old running into the children's room, I also feel the constraints of the library. Fortunately, there are many very responsible people working for what is best for all of us on our Tiburon Peninsula. I have been squeezed out of important cultural events like art talks and poetry readings due to the Founder's Room being too small. I support any opportunity we Bel-Tib inhabitants can have for local cultural activities, without having to drive Tiburon Boulevard to Mill Valley, Sausalito, or Central Marin. Currently the library is almost the only destination my son and his friends have in town when it comes to offering a safe space for being with friends and learning, the library's worth is immeasurable. An enlarged, improved library will have many more positive impacts that the slight removal of some portions of a view of Old St. Hilary's (which is very dear to me, since I was married there). It is too massive, to tall and too close to the street, and totally out of character for our small, charming community. In addition, the expansion, as planned, has a very negative impact on the residents of Cove Road. I would like the Council to go back to the drawing board, and come up with a better plan that considers the immediate neighbors, and is more inclusive in the design process. I use the library very frequently, as it is a very short walk from my home, and I think that an expansion may be warranted, but the design process has been very misguided. The community-at-large needs to have a voice in the process, and the impact on the surrounding neighbors needs to be considered. Also, I am shocked that the Council is even considering this action at this time of year when so many residents are away on summer vacations, and are not given an opportunity to see the story poles and voice their opinion. Please consider this letter as part of the public comments at the design review hearing on July 25. Simply put, the proposed building is far too massive for Tiburon. I grew up in Tiburon and Belvedere, attended the Reed schools and am now sending my four boys to those same schools. I currently live in East Corte Madera, and consider myself a member of the Tiburon and Belvedere community due to our school district affiliation. I am sad to see the small town feel of Tiburon being destroyed by over-building of the downtown structures. The story poles show the real size of this project and should open up the eyes of the community and propel them to act before this monument becomes a reality. I have never seen the library overflowing with people, yet the parking lot is often full. If I understand it correctly, the current expansion plans eliminate much needed parking spaces. This does not strike me as good planning at all! I know that the library could use more space, especially for school-aged children and teens, and the library staff. However, the new proposed building expansion design is massive, poorly sited, and not appropriately designed to respond to the many varied concerns expressed by our community. Yet the plan still moves forward relentlessly. This is a library, not a community center. I believe that it is important to keep the library as just that. If the town wants a community center, that should be a separate issue and separate building, not lumped into the library. The library expansion supporters have stated, "The issues of size, scope and location have been decided; there will be no further debate or discussion." This is not a reasonable position and promotes bad will in the small community of Tiburon and Belvedere, and East Corte Madera. Knowing that there are so many strong objections to this expansion, the committee should really consider other options and work on a compromise, rather than trying to force this unwanted and unattractive mammoth of a building on the community. Further debate and discussion are exactly what our community needs.
