The reasons are innumerable and have been well-documented both in writing and in oral comments before you. However, the following two facts alone warrant withholding approval at this stage: 1. 54% of the valid petitions submitted by Tiburon and Belvedere residents oppose the current plan. 2. The Library Agency doubts it will be able to maintain the library without an increase in the parcel tax. This statement gets to the essence of what the Agency means when it states "We hope not," "We're not planning on" additional taxes, but then cites the fact that a parcel tax was levied after the current library was built. To put your constituents and all Belvedere residents in the untenable position of later having to tax themselves for something they never endorsed or seeing a major building in their midst fall into dis-repair or be poorly staffed is unconscionable. It seems the only fair thing to do. I have lived in Belvedere for almost 48 years and hate to see this divisiveness in our community. The plan calls for a large structure that is not in keeping with our small community in Belvedere and although we love and appreciate the library as a community resource, there must be a better way to find more space and offer more services. Please appoint a Task Force to look into these preferred approaches to improving the facility without damaging the neighborhood or the relationships we all have with the library. The very least the Council can do is to insist on the view corridor being expanded. In my opinion what the designers have created is not a 'town plaza' (whatever) but an alleyway that gets little sunlight and has no redeeming qualities at all. And I still do not understand the Council supporting a coffee shop environment at this site when on your 'other hand' you spend mucho $ trying to enliven downtown Tiburon and bring business to the merchants there that include several cof fee venues. I know there have already been a number of meetings open to the public and informational public events at the proposed site, but I recently heard the suggestion of appointing a Task Force to be made up of members on both sides of the issue, and I wonder if this might be one last way to reach a consensus going forward. I understand that our residents are still divided on significant aspects of the proposal and personally would like to see us be able to work together on this important project. Our current library has provided so many special services and been a central gathering place for all ages. My hope is that we will continue the same wholehearted support for our new library as we have had for our current one. Thank you for your consideration of this request. This issue has important long- term implications for all residents. The cost of building and maintaining this facility should be carefully considered because future 'taxation' to prevent closure of the library altogether will have much bigger ramifications for all of us and the town's leadership. To give blanket approval to this project with some minor changes ignores the voices of 50% of the Town. We are not against a renovation or even a reasonable expansion of the library; however, the current plan is grossly oversized, particularly given the population of Tiburon and Belvedere. In this age of iPads and Smart Phones, even schools are rethinking their libraries some are getting rid of books and opting for iBooks for students. These innovations may fizzle in five years (I personally love books and would hate to see them go away). But you can't ignore the fact that technology is changing the way students learn and how schools teach in very dramatic ways some good and some not. This can't help but affect how libraries are used in the future. Again, I urge you in the interest of fairness and prudent fiscal management to please have an independent task force look at the issues and hopefully come up with some reasonable recommendations for solving the strong differences in this matter.
