HomeMy WebLinkAboutTC Min 1997-11-18 . , r"' TOWN COUNCIL MINUTES CALL TO ORDER Mayor Matthews called the adjourned meeting of the Town Council of the Town of Tiburon to order at 7:46 p,m. on Tuesday, November 18, 1997 in Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. A. ROLL CALL PRESENT: COUNCILMEMBERS: Bach, Gram, Hennessy, Matthews, Thompson EX OFFICIO: Town Manager Kleinert, Planning Director Anderson, Finance Director Stranzl, Chief of Police Herley, Town Engineer Barmand, Town Clerk Crane B. ANNOUNCEMENT OF CLOSED SESSION ACTION (If any) Mayor Matthews said Council met in closed session but no action was taken. C. PUBLIC OUESTIONS AND COMMENTS None. ,- D, COUNCIL, COMMISSION & COMMITTEE REPORTS 1) Tiburon Boulevard/Belvedere Lagoon Drainage Maintenance and Improvements - (Councilmember Thompson). Councilmember Thompson said Belvedere wanted the run- off from the Reed watershed diverted from emptying into the lagoon so that it would go directly into Richardson Bay. Town Manager Kleinert reported that Belvedere had cleaned the silt basin in the past for a cost of approximately $3,000 but that the Town ofTiburon had agreed to share this year's cost. Councilmember Thompson said next time the cost should be split three ways, between both cities and the Lagoon property owners. He also said the latter had acknowledged that future diversion of the channel would be their responsibility. Councilmember Hennessy reported on a seminar she and Chief of Police Herley had attended at the Hoover Institute on pragmatic solutions to the urban drug problem. She said former Secretary of State Schulz had proposed legalizing drugs because, "if you take the profit out, you take the violence out." Councilmember Thompson reported that a Richardson Bay Regional Agency "summit" meeting, involving several agencies, was scheduled for December 3. r-- Town Council Minutes #1128 November 18, 1997 1 '"" E. City of Pacifica - (Approve) MOTION: Moved: Vote: To approve Consent Calendar. Hennessy, Seconded by Thompson AYES: Unanimous F. UNFINISHED BUSINESS 6) "America Recycles Day" - BelvederelTiburon Recycling Committee Recommendations - (Adopt Resolution). MOTION: Moved: Vote: To adopt "America Recycles Day" Resolution, including Recycling Committee recommendations Thompson, Seconded by Hennessy AYES: Unanimous 7) Applications to Town Boards, Commission & Committees - (Determine Interview Schedule and Procedure). Council agreed to interview Planning Commission applicants at a special adjourned meeting on December 8, 1997, at 7:00 p.m. ~ G. NEW BUSINESS 8) Town Council Orientation - (Discussion and Status of Current Town Projects and Activities). Town'Manager Kleinert reviewed the Staff Report and responded to Council questions. Councilmember Gram asked for an overview to be prepared on the Police Building and Senior Housing construction projects. H. PlJBLIC HEARING 9) Marin Telecommunications Ordinance - Establislunent of the Marin Telecommunications Agency, Delegating Authority thereto, Assigning Existing [Cable TV] Contracts, and Repealing Conflicting Prior Actions - (First Reading by Title Only) Councilmember Gram asked what percentage of the Town actually had cable TV service. Planning Director Anderson said that large portions of the peninsula were not served. MOTION: Moved: Vote: To read Ordinance by Title Only, Hennessy, Seconded by Thompson AYES: Unanimous Mayor Matthews read, "An Ordinance Repealing Portions of and Adding Sections to Chapter 9 of the Tiburon Municipal Code Relating to the Establislunent of the Marin Telecommunications Agency, Delegating Authority thereto, Assigning Existing Contracts of the Town of Tiburon and ~ Town Council Mlnlltes # 1128 November 18, 1997 2 Repealing conflicting Prior Actions." MOTION: Moved: Vote: To pass first reading of above Ordinance. Gram, Seconded by Thompson Bach, Gram, Hennessy, Matthews, Thompson Ie COMMUNICATIONS 10) Community Development Block Grant (CDBG) Program - (Application Information for 1998-99). Town Manager Kleinert explained the purpose of the program to the new Council, and said a representative could be appointed to attend the meetings on behalf of the Town. J. STAFF & TOWN MANAGER REPORTS Town Manager Kleinert said he would set up a meeting with Supervisor Annette Rose and the new Mayor and Vice Mayor. He also reported there was a Mayors'Nice Mayors' meeting with the City of Belvedere scheduled for November 20 at 7:45 a. m. K.
