Presentation of Ned's Way Garden Homes Conceptual Plan for Senior Housing - (Burman- Feldman Team) B. Recommendations by Senior Housing Advisory Committee concerning Very Low Income Units within the Project - (Larry Smith, Chair) C. Request for Approval of Critical Guidelines for the Provision ofYery Low Income Housing within the Project - (Town Council Action) D. Timing of the Project and Police Department Relocation Issue - (Town Council Action) E. Proposal for Continuation of Senior Housing Advisory Committee Services - (Town Council Action) A. Presentation of Ned's Way Garden Homes Conceptual Plan for Senior Housing. "..... Raymond Buddie of Burman-Feldman introduced the team, including the architect Ian McCloud, and presented the team's concept of "Ned's Way Garden Homes." The project would contain amenities such as raised gardens, "California cottage" landscaping, some lagoon and city views, and an underground parking garage for 50 cars. The 13 buildings, roughly the size of single family homes, would be stepped up and down the slope offofa flat walk in the center of the project. The smallest units would be 900 square feet and the other units 1,340, up to 2,000 square feet as the largest unit. Both the up and downhill units would be handicap accessible. Mr. Buddie answered several questions from the Planning Commission. Chair Sadrieh said the light wells into the parking garage were a great idea and encouraged more attractive treatment inside the garage, as well. In response to a question from Commissioner Klairmont, Mr. Burman said there would be possible additional guest parking on Ned's Way. Mayor Hennessy concurred that there was a long-standing agreement with the Hilarita to provide more parking and that it could be shared by both projects. In response to a question from Town Manager Kleinert about utilities and access, Mr. Burman said they envisioned having a maintenance person who would collect the garbage and take it to a dumpster. This service would be included in the homeowners' fees "..... In response to a question from the public, architect McCloud said the project totaled 39.000 Town Council Alinutes #. /110 August U. /997 2 ~- square feet. Councilmember Wolf calculated the FAR at approximately 60%. B. Recommendations by Senior Housing Advisory Committee concerning Very Low Income Units within the Project. C. Request for Approval of Critical Guidelines for the Provision of Very Low Income Housing within the Project. (Town Council Action) Senior Housing Advisory Committee Chair Smith said the scenario presented by the committee last year envisioned no difference between the market rate and low-income units (all at 1,340 square feet) which would have resulted in a $375,000 purchase price with a $1.2 million subsidy for the low income portion. Smith said the developer had come back with a proposal showing the low income units at 900 square feet, two bedrooms and one and one-half baths, with fewer amenities, for $275,000 per unit, requiring an $800,000 subsidy The subsidy would be applied to the four low income units, thereby lowering the purchase price to $75-80,000 per unit. Chair Smith they were also looking into a way to keep from paying property taxes on the full $275,000 value. Smith said the committee recommended a 30% down payment and an $80,000 purchase price, based upon 30% of income spent on housing using the Marin Housing Authority calculations for median income [$58,000], cut in half, for a total yearly income of approximately $26,723 per [low income] family. The committee also recommended that overall assets oflow income qualified buyers could not exceed three times the $80,000 purchase price, or $240,000. Chair Smith said the Redevelopment Agency guidelines excluded the asset test but said that the Marin Housing Authority suggested it would be reasonable in this particular project scenario Mayor Hennessy said she would like the Town to buy the four units outright and rent them to low or very low income seniors. She expressed concern that some low income buyers might not have the down payment or be able to qualitY for a home loan. Council member Wolf noted that if the Town purchased the units it would have to pay the higher [property] tax and would receive zero return on its dollars spent (unlike the PI. Tiburon Marsh unit rentals) In response to a question from Planning Commissioner Schrier, Mr. Buddie clarified that no affordable housing tax credit would be available to the Town since it was not an "affordable housing" project, merely that it was being subsidized by the Town. Council member Thompson said there was no need to decide all the options at this meeting, and that it looked like a great project. He proposed moving forward with the $275,000 per unit target for the low income units. Council concurred - Town Council Minutes # 1120 AlIgllst14.1997 3 '" Chair Smith proposed appointing two Councilmembers to work with the team on the financial issues and the details of the development agreement Mayor Hennessy and Vice Mayor Thayer agreed to serve. D. Timing of the Project and Police Department Relocation Issue. (Town Council Action) Chair Smith said the police building construction project might not start until the Summer of 1999 and the Ned's way developer could not wait until then to commence the senior housing project. Smith said the committee had looked into portable facilities such as those being used by the Sausalito Police Department, and that the cost would be around $40,000. ChiefHerley said the Department was amenable to having temporary quarters but they would need no less [facilities] than what they had currently had. Council directed Staff to explore the options. E. Proposal for Continuation of Senior Housing Advisory Committee Services. (Town Council Action) Council agreed to the continuation of the committee. 4) POLICE BUILDING PROGRAM - A. Consideration of Schematic Design Comments - (Presentation by Chair Wilson of Design Review Board, Building Advisory Committee and Town Staff Comments). ,-.. Chair Wilson said the Design Review Board comments were favorable and that they had made some suggestions regarding warmer colors and appropriate landscaping. He said the Building Advisory Committee had discussed internal features and had made some slight adjustments, including combining the telephone and electrical rooms to allow more storage. B. Authorize Funding for Architectural Design Development and Working Drawings Phases - (Town Council Action). Chair Wilson said it would take five to six months to get working drawings, and that the project could go out to bid in April, 1998. He requested funding of $1 00,000 for the next two phases. MOTION: To Authorize $100,000 for the Design Development and Working Drawings Phases ofrhe Tiburon Police Building Project. Moved: Vote: Thompson, Seconded by Wolf AYES.
