commend you on the lovely event sponsored by Main Street Properties on December
8, 2012 in downtown Tiburon.
Both outgoing Mayor Jim Fraser and I commented on what a grand idea you had,
how well executed it was, and in particular, your generosity both to the merchants and
to the community as a whole. We loved the idea of a Santa Claus for the children
(and the terrific gifts!) and the beautification of downtown through window decorations.
Please accept my sincere thanks again on behalf of the Town for your many
contributions and ongoing support of our downtown community. The Tiburon
Peninsula is indeed fortunate to be the beneficiary of your generosity and community
spirit.

On June 13, 2012, staff from the Department of Water Resources' (DWR) North Central
Region Office conducted a Community Assistance Visit (CAV) in the Town of Tiburon
(Town) for the Federal Emergency Management Agency (FEMA), Region IX office. To
ensure the Town is in compliance with the National Flood Insurance Program (NFIP)
regulations, DWR requested in the community action section of the CAV report that
Town update the community's floodplain management ordinance and provide a draft
copy to this office by November 30, 2012. On November 15, 2012, in response to
DWR's request, your Town representative provided DWR with a certified copy of the
revised floodplain management ordinance, which meets the minimum intent of the NFIP.
The CAV and associated follow up are intended to help the community's compliance with
floodplain management regulations. They are not intended to be a comprehensive
examination of the Town's implementation of the NFIP. It is the responsibility of the local
community to read, understand, and implement NFIP requirements specified in Title 44 of
the Code of Federal Regulations.
We appreciate the actions taken by Mr. Scott Anderson, Community Development
Department Director, regarding the Town's implementation of the NFIP and the efforts
conducted to minimize flood exposure in the incorporated area.
This letter concludes DWR's participation in this CAV. If you have any questions or require

MAPIN GENERAL HOSPITAL

Dear friends,
In July of 2010 operational responsibility of Marin's only full-service acute-care hospital was
returned to the Marin Healthcare District. Despite the predictions, Marin General Hospital has
not only survived, but is thriving.
Two years later, the community can be confident about the future of their community hospital.
Our newly expanded emergency department is now open. We have an electronic medical record
system that saves time and allows physicians and nurses to access patients' medical information
in real time. We're about to open the new Braden Outpatient Diabetes Center, a comprehensive
program that provides patients with prevention strategies and self-management of the disease,
and we added advanced electrophysiology diagnostic systems and devices to the
comprehensive cardiovascular services available at the Haynes Cardiovascular Institute.
Another achievement we're especially pleased about is the "A" Hospital Safety Scores" we
recently received from the Leapfrog Group, a leading industry ratings agency which calculates
patient injuries, medical and medication errors, and infections among U.S. hospitals and assigns
them a grade from A to F.
So yes, the hospital is thriving, and I am confident that with the expertise of our physicians,
nurses and staff and the support of the community, we will continue to thrive. Our focus
remains the same to modernize our facility, improve the level of care, and maintain Marin
General Hospital as a center of medical excellence for the citizens of Marin.
A discussion about health care and hospitals today, however, wouldn't be complete without
including health care reform and the expected implementation of the Affordable Care Act (ACA)
in 2014. Sharing with you how the ACA will impact Marin General Hospital as well as you, the
health care consumer is the impetus behind this first in a series of CEO reports I plan to share
with the community on a regular basis.
In the time since the ACA was first signed in 2010, work has already started in the states to
develop programs, including the establishment of health care exchanges, which will meet the
requirements of the ACA in 2014. The Supreme Court decision in May and the election in
November provided needed clarity on the important issue of mandated health care insurance,
which has enabled more forward movement. In spite of the increased clarity, uncertainties
remain about some of the specific regulations.
The controversies and uncertainties of health care reform should not, and I believe will not,
deter us from creating the kind of health care delivery system of the future that will allow more
people in our country, to get the right care at the right time, delivered in the most efficient way
possible and providing them with the kind of patient experience they deserve.

All of the details of how we will accomplish this are not known at this time, but we do know that
hospitals across the country, including Marin General, are already making great strides toward
this goal. For example, hospitals are making use of information technology to not only deliver
safer patient care, but also to provide data that can help us standardize and streamline care to
help control costs. We are moving toward patient-centered care, or the "medical home," a
model of care in which prevention, access to primary care, and chronic disease management
play a major part in reducing costly hospital admissions and bringing down re-admission rates.
Hospitals are creating closer relationships with physicians and community care partners for
better coordination of patient care.
We are on that path as well at Marin General Hospital. Over the past two years, we have
worked hard to strengthen our relationships with local physicians and to recruit new physicians
to the community, ensuring that the residents of Marin County-those who already have and
those who will have health insurance coverage-will have access to high quality care right here
where they live.
We have also appointed Vice President of Nursing Services, Goni Naidoo and Chief Information
& Technology Integration Officer, Mark Zielazinski, to our executive team. As we make critically
important decisions about how best to meet the challenges of the Affordable Care Act, Mark's
expertise and experience will be invaluable. With healthcare reform, the quality of nursing will
continue to be critically important and Goni will lead our effort to strengthen an already
excellent nursing staff.
Marin General Hospital is an essential community health resource offering Marin County's only
designated trauma center, cardiac and neurological surgery programs, labor and delivery
services, and comprehensive cancer care center. It is also the place you turn to and trust for
health care for you and your family.
That is why I want to keep you informed about our hospital and how healthcare reform will
impact the community. The Affordable Care Act is the most significant change in healthcare
since the creation of Medicare. The next year promises changes for the entire health care
industry, but ultimately the effort should prove worthwhile and beneficial. We look forward to
working with our physicians, nurses and community leaders to implement the ACA in a way that
brings the greatest benefits to the citizens of Marin.

HERITAGE & ARTS COMMISSION -
(Statutory Authority: Section 13B-2 of Tiburon Municipal Code)
Purpose: The Heritage & Arts Commission works to preserve and protect those
buildings, sites, works of art and other objects which have special
historical, cultural or aesthetic character or interest to the Tiburon
Peninsula. Appointees serve staggered, four-year terms.
The Commission establishes educational programs and awards focusing on
the unique history of the area. The Commission works on special
community projects and events and is interested in planning events that
would provide a forum for local artists to showcase their work.
Qualifications: Town Council Resolution No. 3329, adopted on 5/5/99, states that "at least
four (4) members shall be residents of the Town of Tiburon, two (2) may
be residents of the City of Belvedere, and one (1) may be a resident of the
unincorporated area of the Tiburon Peninsula."
Applicants shall have the interest, desire, and time available to help
promote projects related to the history and art of the Tiburon Peninsula. A
formal art/history background is preferred but not required.

Subject: SCS / RHNA Revised Schedule
As you know, ABAG is currently working on developing the San Francisco Bay Area's Regional
Housing Need Allocation (RHNA) for the 2014-2022 period. On July 19, 2012, the ABAG
Executive Board adopted the Final RHNA Methodology and released draft allocations to local
jurisdictions. This action initiated a 60-day period in which a local government could request a
revision to its housing allocation. ABAG received 14 revision requests by the September 20
deadline, but none of these were adopted. Those jurisdictions that submitted a request for a
revision now have the opportunity to appeal ABAG's decision regarding their revision request.
With the passage of SB 375, the RHNA must be coordinated with development of the Bay Area's
Sustainable Communities Strategy (SCS) and Regional Transportation Plan (RTP). The anticipated
adoption dates for these documents has changed from April 2013 to June 2013.
As a result of this change, we have revised the schedule for completing the remaining milestones
for the RHNA process (see reverse). Key dates for the RHNA process going forward are:
• Deadline for Local Appeals to Draft Allocation: February 18, 2013
• Public Hearing on Local Appeals: Between Mar. 30- Apr. 4, 2013 (Specific date TBD)
• Executive Board Consideration of Appeals Committee Recommendations: May 16, 2013
• ABAG Issues Final RHNA: June 3, 2013
• Public Hearing and Adoption of Final RHNA Allocation: July 18, 2013
• Local Governments Adopt Housing Element Revision: Dec. 2014
Of particular interest to local governments is the change in the Housing Element due date
from October 2014 to December 20141.
