MINUTES
CALL TO ORDER
Mayor Fraser called the regular meeting of the Tiburon Town Council to order at 7:30 p.m.
on Wednesday, December 5, 2012, in Town Council Chambers, 1505 Tiburon Boulevard,
Tiburon, California.

Prior to the regular meeting, the Council met in closed session and conducted three interviews, as
follows:

ANNOUNCEMENT OF ACTION TAKEN IN CLOSED SESSION, IF ANY
Mayor Fraser said there was no action taken in closed session.
ORAL COMMUNICATIONS
Doug Patterson, representing the Southern Marin LaCrosse Club, spoke abut the lack of field
space in Marin and the desire of the club to obtain access to McKegney Green. Mr. Patterson
said that the LaCrosse season takes place in the spring which would not conflict with the soccer
season. He said that many community members were in both leagues and that the club would be
willing to provide financial assistance to the Town for field maintenance [similar to the Tiburon
Peninsula Soccer League].

Mr. Patterson said that he had been informed by Town staff that the POST Commission was the
appropriate venue to discuss the matter. He said he wished to infonn the Council of the request
and, if possible, expedite the discussion since POST would not meet again until January.
Mayor Fraser said that Town staff had given him sound direction and encouraged him to pursue
the matter through these channels.

8. Cecilia Place Housing Agreement - Adopt resolution amending regulatory agreement with
Ecumenical Association for Housing (EAH) for Cecilia Place Housing Project (Director of

9. Dissolution of Redevelopment Successor Agency - Recommendation to Adopt a Resolution
Terminating the Successor Agency to the Tiburon Redevelopment Agency (Town Attorney

ACTION ITEMS: REORGANIZATION OF TOWN COUNCIL
1. Remarks by Outgoing Mayor (Mayor Fraser)
2. Election of Mayor - Vice Mayor O'Donnell will take the Chair to receive nominations for
the Office of Mayor and conduct the election.
3. Election of Vice Mayor - The Mayor-elect will conduct the election of Vice Mayor.
4. Town Council Comments - The Council may share any additional comments at this time.
Mayor Fraser talked about what an honor it had been to serve as Mayor over the last year. He
thanked the citizens of Tiburon for allowing him to serve on the Council. He conunended the
Town staff for always providing him with information enabling him to be well prepared. He
thanked his colleagues for supporting him, noting that while they did not always agree, the
Council had the ultimate respect and trust for each other. This attitude of "community first" made
it a pleasure to serve, according to Fraser.
The Council commended Mayor Fraser for his service, and especially for his leadership, his
ability to act as a consensus-builder, and a gentleman. They noted his many accomplishments and
his ability to weather controversies over the past year. Councilmember Fredericks spoke of his
astute ability to review the municipal budget and ask questions that would make it more clear for
the public.
Mayor Sandra Donnell of Belvedere also commended Mayor Fraser and said what a pleasure it
had been to work with him on project and committees over the past year. She presented him with
a key to the City on behalf of the Belvedere Council.
Councilmember Collins said he had served with Emmett on the Planning Commission, in addition to
getting to know him over the past several years on the Council. He said he was well qualified to
serve as Mayor.
MOTION: To appoint Emmett O'Donnell as Mayor.
Moved: Collins, Fredericks
Vote: AYES: Unanimous
In accepting the appointment, Mayor-elect O'Donnell thanked the Town staff, who he said received
policy direction from the Council but were the ones who did "all the work". He also thanked his
colleagues with whom he said he had the joy to spend time with over the last three years. He said
they were all very smart and creative people and approached their job on the Council with great
diligence.

Mayor O'Donnell said that his father had once told him that he should always do something with "all
his heart". He especially thanked his wife, Cindie, and son Kellen, for allowing him to spend the
time in this endeavor.
MOTION: To appoint Alice Fredericks as Vice Mayor.
Moved: Doyle, Fraser
Vote: AYES: Unanimous
Vice-Mayor Fredericks graciously accepted the appointment.
TOWN COUNCIL REPORTS
None.
TOWN MANAGER'S REPORT
Discussion of Meeting Recess (cancellation of December 19, 2012 regular meeting; January
2013 meeting schedule)
The Council concurred with the Town Manager's recommendation to cancel the December 19
regular meeting as is tradition, as well as the January 2 meeting because, at this juncture, there
were no items pending for the agenda. However, Curran noted that there are five weeks in
January if the Council wished to hold a second meeting.

ADJOURNMENT
There being no further business before the Town Council of the Town of Tiburon, Mayor-elect
O'Donnell adjourned the meeting at 7:58 p.m. and invited everyone to his home for a
celebration.
