SUBJECT: FEMA Coastal Hazard Flood Study
DATE: January 24, 2013
FEMA is in the process of preparing a San Francisco Bay Area Coastal Study, which will yet
again modify flood maps for portions of the Tiburon Peninsula. This is a very detailed mapping
study of the portions of the Bay Area subject to coastal or bay influence (wind-enhanced tides,
wave run-up, etc.) as opposed to more traditional riverine flooding.
Town Engineer Nick Nguyen and I attended a presentation by FEMA at Belvedere City Hall last
week on this Coastal Study. My impression is that the new study and resulting maps are not
"good news" for properties in the coastal-influence flood areas, including the Cove Shopping
Center and parts of the Downtown area as well as certain residential streets.
The major preliminary points that I gleaned from this presentation are as follows:
1. The new maps will affect primarily coastal (bay shore) areas of the SF Bay area.
2. Actual flood boundaries are expected to change only in minor ways; however, the
BFE (Base Flood Elevation) is expected to increase in the coastal areas, meaning
(among other things) that new or substantially improved buildings would need to be
raised even higher than is currently required. The increase in BFE over current
maps could range from 0-3 feet depending on location.
3. Requirements by property owners to secure Flood Elevation Certificates and Letters
of Map Amendment will increase in the affected areas. If BFE's rise, fewer
properties will be found to be the necessary 2 feet above the BFE before provisions
of the Flood Damage Prevention become applicable.
4. The projected severity of flood damage is expected to increase for many affected
properties.
5. FEMA flood insurance rates have already jumped recently.
Currently, the following portions of Tiburon are in the VE (Coastal High Hazard) Zone:
Greenwood Beach Road
Main Street (odd-numbered addresses 1-41 inclusive)
Mar East Street (potentially all even-numbered addresses from 2100-2352)
Old Landing Road (even-numbered addresses from 16-36 inclusive)
Paradise Drive (potentially all even-numbered addressed between 2000 to 2380, as well as
several scattered addresses in the 3600, 4200, 4400, and 5000 blocks)
Ranch Road (even-numbered addresses)
1 and 3 San Rafael Avenue
Seafirth Place and Seafirth Road addresses (several)

In addition, it is possible that numerous properties in Downtown Tiburon will be adversely
affected by the new maps, even though they are not currently in the Coastal High Hazard zone.
The Cove Shopping Center and surrounding residential areas could also be affected.
With the exception of the "water" side of Main Street on the current FEMA flood maps, flooding
in Downtown Tiburon arrives through the City of Belvedere through low spots on Beach Road
and San Rafael Avenue in that city, which serve as "levees" but are too low to prevent flooding
during a 100-year storm event. The City of Belvedere is currently working in partnership with
FEMA to explore whether upgrades to these "levees" (i.e. Beach Road and San Rafael Avenue)
are feasible such that they can be "certified" by FEMA and thus provide sufficient flood
protection to warrant removal of properties (primarily the Belvedere Lagoon properties) from the
flood hazard zone. This could potentially remove many Downtown Tiburon properties from the
flood hazard zone as well.
think it highly likely that the City of Belvedere will approach the Town of Tiburon in the name of
mutual benefit to assist with funding the studies necessary to demonstrate a high probability of
levee certification by FEMA, and subsequently request construction funding assistance as well
should feasibility be determined.
At this point in time, the preliminary schedule for FIRM map updates based on the Coastal
Study is as follows:
Early version of maps available for agency comment in March 2013
Preliminary FIRM's due out 9/26/2013
Public meeting on Preliminary FIRM's on 10/24/2013
Final Letter Regarding new FIRM's due out 9/14/2013 (mapping is final)

Subject: January 2013 - Project Progress Update
I would like to wish a happy new year to everyone, and hope that your recent holidays were pleasant.
The utility undergrounding project continues to move forward with the good news that all three utility
companies are currently on site to perform their wiring installation. Here are some key update items:
• The Town-managed phase of the utility joint trench and vacant conduit installation is complete.
• We're happy to report that paving of all the trenched streets is also complete. Finishing touches and
minor repairs of the paving work performed, as the weather permits, is on-going.
• The second and last critical phase of the project, over which the Town does not have any direct control,
is the utility companies' tasks of installing their equipment and wiring in the new conduits and vaults.
As of this month, all three utility companies are on site performing the work. All work, including the
removal of the utility Doles, is anticipated to be complete by the end of August 2013.
• Each of the three utility companies will coordinate with individual property owners when they are ready
to make their service connections and conversion from overhead to underground. When the utility
companies share their conversion dates with Town staff, we will update property owners promptly. In
the case of PG&E, they will require that your electrical contractor be on site during conversion day to
assist with the conversion process. If you are already receiving underground power, conversion will be
solely a PG&E responsibility. Please make a note of this.
• A handful of properties still need to complete their electrical connection. upgrades to receive future
power from underground service. Mr. Al Petrie, our project coordinator, has been reaching out to
individuals who he believes are in this situation. However, if you are unsure, please contact Mr. Petrie at
707-974-9193 and he will be happy to assist you.
• For PG&E to make its electrical connection to your home, they will require that your existing exterior
electrical panel be modern enough to accept the latest PG&E standard conduits or install an intermediate
device called a Termination Enclosure (or "Term Can") that provides the connection between your
existing panel and the new outside electrical conduits. Please consult with your electrical contractor to
determine dour particular needs and encourage your contractor to discuss Your situation with the
Tiburon Building DepArtment.
• If you upgrade your electrical panel OR choose to install a Term Can, a building permit is mandatory.
The Term Can building permit is the least costly at $77.00. Please encourage your electrical contractor
to visit the Town's website for pertinent PG&E standards: www.ci.tiburon.ca.us > services > utility
undergrounding.

Dear Mayor O'Donnell,
Every year, the Redwood High School PTSA and parent community sponsors an all night
graduation party for the Senior Class. The purpose is to keep the new graduates safe,
sober, and off the highways on graduation night. This event has dramatically reduced the
incidence of alcohol related traffic fatalities involving seniors on graduation night.
This year's event, the 25th annual Grad Night, is planned for June 13, 2013. Mt. Tam
Racquet Club in Larkspur has once again generously donated the use of their facility for this
special event.
We greatly appreciate your donation you have made in the past to Redwood High School's
"Safe and Sober Grad Night" and we hope we can count on your contribution again this
year. It is through the generosity of local businesses, towns and cities, community
organizations, and schools that we are able to put on this all night party that keeps our
graduates together and safe. Due to the challenging economic climate, we need your
support now more than ever.
To make a donation to Grad Night 2013, please fill out the enclosed form, making your
check payable to "Redwood High Grad Night," and return it in the envelope provided. We
