I am the Town Manager of the Town of Tiburon and sit on the
board of the Marin County Hazardous and Solid Waste
Management Joint Powers Authority. The JPA Staff is preparing an
application for CalRecycle's HD20 Household Hazardous Waste
Grant to support efforts to promote "Buying Smart" and "Less
Toxic Alternatives" and to help reduce the amount of HHW
materials generated and curb HHW Facility costs. Toward this
end, the JPA staff has requested a letter of authorization to act on
our behalf. I am hereby granting this authorization on behalf of the
Town of Tiburon. Tiburon grants permission for the Marin County
Hazardous and Solid Waste Management Joint Powers Authority
to execute all documents necessary to implement the grant under
the Household Hazardous Waste Grant Program HD20.

Over the past two months several of our members, concerned about traffic speeds and driving
behavior along Centro Street, have gone house-to-house to discuss the issue with their neighbors.
They carried a petition asking the Town to consider and implement measures to calm traffic and
increase compliance on this small, winding street. They received overwhelming support and the
original, signed petitions are included with this letter.
The Board of Directors of the Lyford Cove-Old Tiburon Neighborhood Association adopted the
following statement:
"The Board of Directors of the Lyford Cove-Old Tiburon Homeowners Association is concerned
that conditions and driving behavior on our local streets pose safety problems for children,
drivers, pedestrians and pets. The attached petitions carry over 113 signatures from 92
households in support of calming traffic speeds and increasing observance of stop signs along the
entire length of Centro Street. We urge the Town of Tiburon to consider and implement measures
to achieve this goal. "
We hope the Town will be able to respond favorably and we wish to thank Mike Cronin and Nick
Nguyen for their cheerful and timely assistance.

At its February 13, 2013 meeting the MTA Board considered the options for area code 415

relief presented at the CPUC Public meetings on January 16 & 17, 2013. The Board
members present voted unanimously to support the Overlay option for area code 415 relief
since this option would allow current customers to keep their 415 area code and telephone

numbers. This ability to retain a 415 area code is a key concern for our community. The

overlay option would also result in significantly less disruption for current customers since
there would be no need to change or update records as would be necessary with the "split"

I would also like to take this opportunity on behalf of the MTA to thank you for conducting

the four CPUC public meetings regarding area code 415. In order to have the meeting
content available to our community our Community Media Center of Marin video recorded
the two meetings in San Rafael for broadcast on our local public, education and
government (PEG) channels on Comcast channels 26/27/30 and AT&T channel 99. These

videos are also available for streaming so the public will continue to have access to the
content of the meetings as the area code 415 relief process continues:

NOTICE OF PUBLIC HEARING
MULTI-FAMILY RESIDENTIAL DESIGN GUIDELINES FOR
RESIDENTIAL AND MIXED-USE DEVELOPMENT
NOTICE IS HEREBY GIVEN that a hearing will be held by the Planning Commission on
February 25, 2013 starting at 1:00 pm or after at the Planning Commission Chambers (Suite
#328 - Administration Building) Civic Center, San Rafael, California. The subject of the hearing
will be the merits of the draft Multi-family Residential Design Guidelines. The Planning
Commission action will be to review the public record and recommend adoption of the
guidelines to the Board of Supervisors.
The Multi-family Residential Design Guidelines (MFR guidelines) are intended to define positive
design attributes and set clear expectations regarding the character of multi-unit and mixed-use
buildings in unincorporated Marin County communities. The MFR guidelines provide general
design criteria that would apply in every type of community. This includes building proportion,_
scale, and relationship to the public realm, street frontages, building materials, outdoor space,
lighting and landscaping. Additional place-based guidelines promote context-sensitive design
through specific design criteria for residential neighborhoods, mixed-use centers, and rural
towns. Guidelines also set forth criteria for parking placement, street improvements, and paths.
Acceptable development patterns for each type of place are described. The design criteria in the
guidelines will provide a basis for Design Review findings in project review and approval.
The MFR guidelines will help implement Program DES-1.e (Expand Design Guidelines) of the
Marin Countywide Plan. The certified 2007 Environmental Impact Report (EIR) for the Marin
Countywide Plan (CWP) adequately evaluated the Multi-family Residential Design Guidelines,
which functions as an implementing program to the CWP. A subsequent or supplemental EIR is
not required because the proposed project does not include substantial changes involving new
or substantially more severe significant environmental effects, nor does the proposal involve
new information that was not known at the time the EIR for the CWP was certified.
In lieu of hard copies, the staff report and attachments will be available online after February 15,
2013 at: wwAl.marincounty.org/multifamily. A copy is also available for public review at the
Community Development Agency, Planning Division, from 8:00 am to 4:00 pm, Monday-
Thursday (closed Fridays). Oral and written comments may be presented to the Planning
Commission at the hearing. Written material for the Planning Commissioners should be
submitted to the Community Development Agency at least 10 business days prior to the
meeting date. Any written material submitted after this date will be distributed to the Planning
Commission prior to or at the meeting. Public comments may be directed to the Planning
Commission, via email to multifamilycmarincounty.org, fax to (415) 473-7880, or mailed to the
Community Development Agency at the address below. More information may be found on the
MFR guidelines website (www.marincounty.org/multifamily) or Planning Commission website
(http://www.co.marin.ca.us/deptslCD/main/pingcom video.cfm). Written material should not be
mailed or delivered directly to Planning Commissioners because it will not be accepted or
considere part of the administrative record for the project.
