Subject: PROGRESS REPORT FOR BLACKIE'S GARDEN APRIL 2013
Hello David Claude,Mary & Peggy,
PROGRESS REPORT FOR BLACKIE'S GARDEN APRIL 2013:
In April 2013 we had many volunteer sessions for
Weeding
Planting
Pruning
We watered by hose 3 times (to supplement our new irrigation system
because of the very high winds. Those high winds desiccate the soil
much more than hot - hot weather.
We also staked our 3 new trees and after planting new plants attached
drip irrigation to them. Our garden never looked better for this time of year.
In May I plan to give a tour and will advise you of the date. Sometimes 30 or more
people come. I have a walk around microphone so everyone can hear.
Much has changed since last year. Because we had very poor irrigation
at the far end - the cause was asphalt under the garden next to the edge
for 20 feet. That has been corrected - All the plants in that area are new.
And because we needed to remove 6 huge dead Manzanitas that left a very
large area for new plants including 3 new trees - small (for trees)
Crape Myrtle `Zuni' which will bloom for 3 months beginning in summer
with blue/lilac colored flowers.
I hope many of you can attend this tour - It should last one hour
and usually begins at 10 am.

Re: Proposed Demolition/Construction Protect at 4 Southridge East
As indicated when we met with you on April 17, my wife suffers serious medically-documented
illnesses and disabilities. Several years ago, she was diagnosed with post-polio syndrome (a
progressive neuromuscular disorder); she has also had a couple of strokes. Adequate sleep
and repose are essential for my wife's health and well-being as it is for many of our elderly
neighbors. Therefore, I ask that you use your authority under Tiburon Ordinance 13-6(d)(1),
and as a "reasonable accommodation" in accordance with the Americans with Disabilities Act
and applicable California statutes, to modify hours of construction activity on the above-
designated project. Specifically, we request that all demolition and construction work be
commenced after 9 a.m., Monday through Friday. This would include the arrival of crews using
vehicles heavier than a 1/2-ton pick-up, the warm up of construction equipment, the delivery of
all construction materials that require more than a %-ton pick-up, and the pick-up and drop-off
of debris boxes and portable toilets (including pump-out of portable toilets).
So that construction workers are not deprived of a full 8-hour work day, we would have no
objection to them being allowed to work until 6 p.m., Monday through Friday. In other words,
9 a.m. to 6 p.m., Monday through Friday, which would allow a full hour's lunch break. Week-
end construction rules to be left intact.
For your added consideration, I am enclosing a Petition" that has been signed by 44 long-
time neighborhood residents, many of them elderly, some with serious illnesses as well.
The petitioners include:
a) The Reedlands Property Owners Association's (RPOA) Unit Chairs for Southridge East
and Southridge West (Ted Carter and Darryl DeVinney);
b) The Senior Citizens' Liaison and President Emeritus of the RPOA, Christopher Wand;
c) The President of the RPOA, Jodee Upjohn;

Given that current Tiburon rules permit construction activity as early as 7 a.m., Monday through
Friday, and given the consequent disruption of repose and tranquility that this causes, we, the
undersigned residents of the Town of Tiburon, request that all demolition or construction work be
commenced only after 9 a.m., Monday through Friday.
It is our intention that this rule includes the arrival Qt crews on job site, the warm up of

Such a1 rule will also help alleviate the tremendous traffic congestion on Tiburon Boulevard around

Final SEIR Project Description
The 2012 Draft Housing Element consists of several main sections, each of which addresses a major subject
area, including a review of constraints on housing development, an inventory of potential housing sites, and a
set of policies and programs to support housing at all income levels.
The Sites Inventory and Analysis provides a list of potential housing sites. For the purposes of this
environmental review, the list of sites includes both the 2007-2014 Available Land Inventory and Potential
Housing Sites for the 2014-2022 Housing Element planning period. Although the 2012 Draft Housing Element
is for the 2007-2014 planning period, the Final SEIR includes an analysis of potential housing sites that may
be considered for inclusion in the future Housing Element for the 2014 to 2022 planning period, or the current
Draft Housing Element. It is anticipated that inclusion of the potential sites for the 2014-2022 cycle will
expedite the review and approval of the Housing Element for that planning period.
The Goals, Policies and Programs section contains programs that are proposed to be implemented in the
2007-2014 planning period. The programs focus on three objective areas, including efficient land use,
providing housing choice, and ensuring institutional capacity to respond to the community's housing needs.
Policy initiatives and amendments to zoning regulations are considered in this section.
The actions contemplated by this Final SEIR include Countywide Plan land use changes, amendments to
Marin County Development Code standards, and rezoning of certain properties. The. Final SEIR also
evaluates potential zoning or Countywide Plan land use designation changes for three existing housing sites to
address conformance with the existing uses.
The Final SEIR evaluates the project with respect to the following topical issues:
1) Land Use & Planning
6) Transportation/Traffic
12) Utilities & Service Systems
2) Population & Housing
7) Biological Resources
13) AestheticsNisual Resources
3 Geology and Soils
8 Energy & Natural Resources
14 Cultural Resources
4) Hydrology and Water
Quality
9) Hazards and Hazardous
Materials
15) Agriculture and Forestry Resources
5) Air Quality
10) Noise
16) Greenhouse Gas Emissions
11) Public Services and Recreation
17) Mineral Resources
The changes to the Countywide Plan, in combination with other changed conditions, would not result in new or
more severe significant effects to topical areas # 1, 2, 3, 6, 7, 8, 9, 11, 12, 13, 14, 15, 16, and 17. However,
the changed conditions would result in new potentially significant impacts or a substantial increase in the
severity of previously identified significant impacts related to topical areas # 4, 5, and 10. New mitigation
measures have been identified through environmental review and are included in the Final SEIR.
