NOTICE IS HEREBY GIVEN that pursuant to Section 10229 of the Elections Code of
the State of California relating to the Municipal Election to be held on Tuesday, November 5,
2013:
As of the close of the nomination period on August 14, 2013, there are not more
candidates than offices to be elected.
That Section 10229 of the Elections Code allows one of the following courses of action to
be taken by the Town Council:
1. Appoint to the office the person who has been nominated.
2. Appoint to the office any eligible voter if no one has been nominated.
3. Hold the election if either no one or only one person has been nominated.
That the Town Council will meet at 7:30 p.m. on August 21, 2013 to either make the
appointments or direct an election to be held. The persons appointed, if any, shall qualify and
take office and serve exactly as if elected at a municipal election for the office.
If, by the 75'x' day before the municipal election, no person has been appointed to the
offices pursuant to (1) or (2) above, the election shall be held.
If the Town Council makes an appointment pursuant to Section 10229 of the Elections
Code, the Town Clerk shall not accept for filing any statement of write -in candidacy which is
submitted after the appointment is made.

RATES
MCE electric generation rates are stable and affordable. View our rates at www.niceCleanEnergy.com/
rates or call 1(888) 632 -3674 for more information. Any changes to MCE rates will be adopted at duly
noticed public meetings of the Marin Energy Authority Board of Directors. PG &E will also charge MCE
customers a Power Charge Indifference Adjustment (PCIA) and Franchise Fee Surcharge. These fees are
always included in our cost comparisons. Please visit our website or contact PG &E for more information
about the PCIA and Franchise Fee.
BILLING
You will receive a single monthly bill from PG &E which will include all of your electric charges. MCE's
electric generation charge replaces PG &E's electric generation charge. MCE's charge is not a duplicate
charge or an extra fee. PG &E will continue to charge for electric delivery services including transmission
and distribution as well as a variety of other fees.
ENROLLMENT
California State Assembly Bill 117, passed and signed into law in 2002, requires that MCE automatically
enroll customers. MCE is now the default electricity provider in Marin County and the City of Richmond.
Your account will be enrolled with MCE's Light Green 50% renewable energy service in October 2013 on
your regularly scheduled meter read date unless you choose to opt out. You may request to opt out at
any time. You may also choose Deep Green 100% renewable energy. To opt out, or to sign up for Deep
Green, please call 1 (888) 632 -3674 or visit www.mceCleanEnergy.com. Please have your PG &E bill on
hand so that we may process your request.

You may request to opt out of MCE at any time by calling 1 (888) 632 -3674 or by visiting
www.mceCleanEnergy.com. Please have your PG &E bill on hand so that we may process your request. If
you do not opt out within 60 days after the start of service with MCE you will be subject to the payment of
a one -time $25 (commercial) termination fee, will not have the option to return to MCE for one year, and
will be subject to PG &E's terms and conditions of service, which are available at www.marincleanenergy.
com /terms. You will not be charged a termination fee if you opt out within the first 60 days after your
enrollment with MCE or if you cancel electric service. You will be charged for all electricity procured
by MCE on your behalf for the service period prior to the cancellation or transfer of electric service to
PG &E. Accounts will be transferred to PG &E on the day of the electric account meter read and cannot be
transferred during a billing cycle. In order for your opt out request to be processed on your next meter
read date, your request must be received 5 business days prior to the meter read date.
FAILURE TO PAY
MCE may transfer your account to PG &E upon 14 calendar days' written notice to you if you fail to pay
any portion of the MCE charges on your bill. If your service is transferred you will be required to pay the
termination fee described above.
Based in San Rafael, MCE is a public agency governed by a Board of Directors made of local, elected
representatives from the City of Richmond and Marin County.

Our volunteers have been doing an outstanding job in July
in keeping Blackie's garden in prime condition.
Pruning, deadheading, removing (very few) dead plants,
digging out Bermuda grass (we don't want to use round up)
And weekly watering by hose to supplement our drip irrigation.
There are more plants blooming than ever.

Marin Board of Supervisors First on List of 25
Starting with the Marin County Board of Supervisors on
Tuesday, August 6, MERA launched its presentation of the
Next Generation Project. All 25 member agencies are slated
to receive the 20- minute presentation that provides details
on the proposed communications upgrade project.
The goal of the presentations is to bring all agencies up to
speed on the project that may be on the 2014 November
ballot and answer any questions that the governing boards
and councils may have. These presentations are
informational only and no decisions or actions are being
requested from MERA member agencies at this time.
The presentation to the Board of Supervisors was given by
County Administrator Matthew Hymel, Marin County Fire
Chief Jason Weber, and MERA Operations Officer Craig
Tackabery, with assistance and support from MERA Special
Project staff. The presentation was well received and we
received excellent feedback from the Marin County
Supervisors.

The Project Oversight Committee met on July 10 and
conducted the following business:
• Reviewed the Finance Committee reports on Next
Gen System financing
• Reviewed a draft Feasibility Study on the Next Gen
System being authored by Craig Tackabery from
Marin County Department of Public Works
• Received an update on member outreach, including
the upcoming presentations to the Marin County City
Managers Association, a joint meeting of the Marin
Police and Fire Chiefs, the Board of Supervisors
• Reviewed the scheduling of future presentations to
MERA Agencies
• Reviewed presentation documents and provided
feedback to staff.

The Finance Committee met on July 17 and conducted
the following business:
• Reviewed MERA Fiscal Reserves
• Reviewed NBS Parcel Tax Study for the Next Gen
System

• Reviewed Next Gen System Implementation and
Project Budget
Next Gen Presentation Given to Managers and Chiefs
• On July 18 MERA staff presented the Next Gen
Project to a meeting of the Marin Managers
Association, followed by a second presentation to a
special joint meeting of the Marin County Police and
Fire Chiefs. Both groups provided valuable feedback
as we fine -tune the presentation.
Executive Board
• On July 24 the Executive Board met to review
updates from the Project Oversight and Finance
Committees as well as a review of the draft
Feasibility Study. A report on coverage options and
site prioritization and a request for additional radios
from the Marin County Parks Department was also
on the agenda.

During the evening on July 4, a wildland fire was reported
on the east side of Mt. Tamalpais. Based on the weather
conditions and past assessments, this area had the
potential to create a significant and threatening fire. Several
fire agencies were immediately dispatched with Marin
County Fire resources being dispatched on MERA H2 and
then moved to MERA CMD F5 in addition to VHF
frequencies.
Law enforcement agencies also began deploying early in
the incident, in anticipation of the need to activate the

Mutual Threat Zone Plan, with traffic control and evacuation
becoming major law enforcement responsibilities. The need
of all these first responder agencies to communicate was
fully supported by the MERA system.
The event began with communications occurring on MERA
SO but MERA BLUE 8 was quickly added for the use of all
responding Marin Law Enforcement. The Communications
Center also prepared to expand the Law Communications
Plan by utilizing MERA BLUE 6, BLUE 7 and BLUE 9 to
support evacuation, traffic control, Air -Ops and Command
functions. In addition to over 80 fire personnel, this incident
also involved over 24 law enforcement personnel.
While the threat was quickly contained, this event
demonstrated the interoperability the MERA system
provides to our first responders to communicate with each
other seamlessly during rapidly developing emergency
events.
MERA is pleased to announce that Alex Anderson has been
selected as the Next Generation Project Administrative
Assistant.
A graduate of the University of California at Davis, Alex has
over 10 years of experience working in various roles on
public policy campaigns and in government relations. Most
recently he spent a year serving in the economic division of
the United Nations office in Santiago, Chile.
Alex's primary role is to assist MERA's Special Project
Manager Dave Jeffries in implementing MERA's Next
Generation Project Outreach Plan. He has worked to
broaden MERA's communication and outreach, and is
currently working to schedule MERA's Next Generation
Project Presentation and Study Session with all of MERA's
Member Agencies.

NOTICE IS HEREBY GIVEN that a public hearing will be held by the Board of Supervisors on September 10,
2013 at 1:30 pm at the Board of Supervisors Chambers (Suite #330 — Administration Building) Civic Center,
San Rafael, California. The subject of the hearing will be the Final Supplement to the 2007 Countywide Plan
Environmental Impact Report for the 2012 Draft Marin County Housing Element (Final SEIR), project merits of
the 2012 Draft Marin County Housing Element, amendments to the Countywide Plan related to housing,
Zoning Map amendments and Development Code amendments related to housing, definitions, and
development. The recommended Board of Supervisors action will be to consider certification of the Final
Supplement to the 2007 Countywide Plan Environmental Impact Report for the 2012 Draft Marin County
Housing Element (Final SEIR) and adoption of the other documents.
A staff report for the hearing will be available on or after September 4, 2013. In lieu of hard copies, the staff
reports and attachments will be available after September 4, 2013 online at
www. marincounty.org/housingelement. A paper copy will also be available for public review at the Community

AMENDMENTS TO MARIN COUNTY CODE TITLE 22 (DEVELOPMENT CODE)
STREAM CONSERVATION AREA ORDINANCE
On June 18, 2013 the Marin County Board of Supervisors conducted a public hearing on
proposed amendments to the Development Code (Title 22) to implement the Stream
Conservation Area policies of the Countywide Plan. The hearing was continued for a
subcommittee of the Board to work with staff to develop a framework for an interim SCA
ordinance that, if adopted, would lift the existing court- ordered permit injunction in the San
Geronimo Valley. The subcommittee was also asked to identify the scope of potential
amendments to the Marin Countywide Plan, develop a work program and schedule for a
subsequent SCA ordinance, and present these recommendations at a future meeting.
NOTICE IS HEREBY GIVEN that the Marin County Board of Supervisors will hold a public
hearing to receive an update regarding the efforts of the subcommittee. During this hearing,
the subcommittee will present a draft framework for potential amendments to the Countywide
Plan in order to refine the approach for riparian protection in the interest of improved
watershed health. The update will also include a proposed approach to adopt an interim
Stream Conservation Area Ordinance for the San Geronimo Valley that, if adopted, will end the
court - ordered permit injunction. At the conclusion of the hearing, the Board is expected to
provide direction to staff on both the policy framework and interim ordinance.
NOTICE IS HEREBY FURTHER GIVEN that said public hearing will be held at the regular
meeting of the Marin County Board of Supervisors on Tuesday, August 20, 2013, in the Board
of Supervisors Chambers (Room #330 - Administration Building), Civic Center, San Rafael,
California, at the hour of 1:30 p.m. Any interested party may appear and be heard at this time.

Friday before the scheduled meeting to obtain a copy of the staff report, or visit our website at

A public meeting of the California Advisory Board for the Recreational Trails Program
(RTP) will be held on Tuesday, August 27, 2013 at the State Resources Building,
1416 9th Street, Sacramento, CA at 10:00 a.m. in the Sequoia Room located on the 91h
floor of the building. The agenda for the meeting is printed on the back of this page.
The only action item on the agenda is the election of officers. Following the election,
there will be an update on the status of the list of recommended projects for the non -
motorized and motorized portions of the RTP from the FFY 2013 MAP -21 funding
cycle, as well as updates on FFY 2014 MAP -21 funding cycle, which is currently on
hold.
Each state that receives funds from the RTP must have an advisory board comprised
of both motorized and non - motorized enthusiasts. The board is required to meet at
least once per year. Information regarding the non - motorized portion of RTP is
available on the Department's web site at www.parks.ca.gov/grants. The RTP
motorized program information can be found at www.ohv.parks.ca.gov.
Interested parties are invited to attend the advisory board meeting and provide
comments on the program. You may submit your comments in writing to the Office of
Grants and Local Services, P.O. Box 942896, Sacramento, CA 94296 -0001, or by fax
