To: Mayor and Members of the Town Council From: Office of the Town Clerk Subject: Reco mendation to Adopt Annual Local Appointments List Reviewed By: BACKGROUND Pursuant to Town Council Appointments Procedure (Resolution No. 16-2007) and State Law (Government Code Section 54972), the Town Council is required to adopt and publish a list of appointments it has made to local boards and commissions throughout the year, prior to December 31 of each year. The list is posted at the Town Hall and a copy is sent to the Belvedere-Tiburon Library for public review. A list of appointments made by the Town Council for the period January through December 2017 is provided for Council's adoption. At the first regular meeting in 2018, staff will return to the Council with the Town Council Committee Appointments for review and revisions, following tonight's reorganization of the Council. Attached to this report are the Canvass of Vote and Statement of Results for Votes Cast for the Town of Tiburon. Staff has prepared a resolution for Council adoption certifying the election results, based on the Registrar's report. The Marin County Board of supervisors will approve the results, as well, at its December meeting. RECOMMENDATION Staff recommends that the Town Council adopt the resolution certifying the results of the November 7, 2017 election. ANALYSIS October 2017 Agency Interest Investment Amount Rate Maturity Town of Tiburon Local Agency Investment $22,242,851.74 1.143% Liquid Fund (LAIF) Money Market (Bank of $ 100,000.00 0.15% Liquid Marin) Total $22,342,851.74 The total invested at the end of the prior month was $22,729,084.22, therefore; the Town's investments declined by $386,232.48 from September 2017. FINANCIAL IMPACT No financial impact occurs by accepting this report. The Town continues to meet the priority principles of investing— safety, liquidity and yield in this respective order. In addition to his service on the Town Council, Vice Mayor O'Donnell has also served on the Design Review Board and Planning Commission. On the occasion of Vice Mayor O'Donnell's final Council meeting this evening, the Council is invited to recognize the Vice Mayor. RECOMMENDATION Staff recommends that the Town Council: 1) Adopt the attached resolution 2) Share comments with Vice Mayor O'Donnell. The Vice Mayor is invited to share his comments as well. Exhibit: 1) Resolution Prepared By: Lea Stefani, Town Clerk TOWN OF TIBURON PAGE 1 OF 1 RESOLUTION NO. 34-2017 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TIBURON COMMENDING EMMETT O'DONNELL FOR HIS YEARS OF DISTINGUISHED SERVICE TO THE TOWN OF TIBURON WHEREAS, Emmett O'Donnell has been of continuous service to the Town of Tiburon since 2003, earning his stripes the hard way with 3 years on the Design Review Board and 3 years as a Planning Commissioner before making the leap to the Town Council in 2009; and WHEREAS, Emmett also served with distinction as Vice Mayor in 2011-2012 and Mayor in 2012-2013, providing leadership on munerous projects around Tiburon, including Dairy Knoll, the Lyford parking lot, the initiation of a Bike Train for kids to ride to school and the completion of the Del Mar Undergrounding project; and WHEREAS, Emmett has been a steadfast advocate for green issues, serving on the Marin Clean Energy Board of Directors; helping Marin County become a leader in renewable energy efforts and an inspiration for the rest of the country; and WHEREAS, Emmett has led the charge to beautify and improve many areas in Tiburon (sometimes even outside Town limits), such as McKegney Green, Dairy Knoll and the Tiburon Boulevard medians; and WHEREAS, Emmett has been a Viking for Tiburon's finances, showing a steel backbone as a member of the budget subcommittee and helping keep Tiburon on the financial straight and narrow; and WHEREAS, Emmett has always spoken his mind and stuck to his principles, always in a constructive manner, in his perpetual quest to always do the right thing for Tiburon and its residents; and WHEREAS, after 8 years of dedicated service on the Town Council, Emmett has chosen to relinquish his seat, leaving a legacy of steadfast leadership and commitment to community to which other Councilmembers shall aspire in the future. NOW, THEREFORE, the Town Council of the Town of Tiburon does hereby thank Emmett O'Donnell for his distinguished service to the Town of Tiburon, and extends its best wishes for a future that exceeds all expectations.
