A. ROLL CALL PRESENT: COUNCILMEMBERS: Ginalski, Thayer, Thompson, Wolf, Nygren ABSENT: COUNCILMEMBERS: None EX OFFICIO: Town Manager Kleinert, Town Attorney Ewing, Town Engineer Bala, Police Chief Herley, Planning Director Anderson, Finance Director Stranz!, Town Clerk Hennessy B. APPOINTMENTS TO COMMISSIONS BOARDS. COMMITTEES Status of Town Vacancies & Appointment Process - The Ark was requested to advertise for persons interested in serving on the Town's Commissions, Boards and Committees. Council scheduled interviews for May 2, 6:30 P.M. Town Council Assignments to Regional Agencies - Mayor Nygren submitted her suggested appointments. Councilmembers concurred. Motion: Moved: Vote: To appoint assignments as proposed. Thompson, Seconded Ginalski AYES: Unanimous C. PUBLIC OUESTlONS AND COMMENTS The Town Manager introduced Mindee Rayburn, P.G.&E's representative to Tiburon. D. COUNCIL. COMMISSION OR COMMITTEE ORAL REPORTS . Marin County Solid Waste JPA Mayor Nygren presented a written report to the Council and stated AB 939 mandated this program. TOWN COUNCIL MINUTES #1010 4/20/94 1 r" E. CONSENT CALENDAR I MOTION: To approve the Consent Calendar consisting of the following items; 1. APPROVAL OF MINUTES #1004, March 1; #1008, April 6, 1994 2. INVESTMENT SUMMARY REPORT (February) Moved: Thompson, Seconded by Thayer Vote: AYES: Unanimous NOES: None ABSTAIN: Wolf and Ginalski on Minutes F. UNFINISHED BUSINESS 3. BROWN ACT (Review of Brown Act Procedures/Revisions - Town Attorney) The Town Attorney reviewed recent revisions of the Brown Act; stated two primary areas of change are that all standing committees are now subject to the Brown Act, and Closed Session provisions regarding noticing and reporting out after the Closed Session. The Town Attorney asked the Council if it intended to formalize the Blackie's Brigade as a Council appointment. After lengthy discussion, a majority of the Council agreed not to formalize an appointment to the Blackie's Brigade. ,l 4. POINT TIBURON BELOW MARKET RATE UNIT (Authorize Execution of Purchase Contract for One-Bedroom Unit at 20 Marsh Road) The Town Manager reviewed the Staff report; purchase price of $88,500 with estimated closing costs of $2,700; stated the Building Official performed a Residential Building Report (RBR) and suggested five advisory items that need repair. Motion: To authorize the Town Manager to execute the Purchase Contract, and to place a deposit of $5,000 in the escrow account. . Thayer, Seconded by Thompson AYES: Unanimous NOES: None Moved: Vote: G. NEW BUSINESS 5. TIBURON RIDGE TRAIL SYSTEM SIGNAGE (Proposed Designation Markers) Richard Hill, representing the Parks & Open Space Commission (POSe) showed Council the selection of the design for the trail signs and suggested post size; identified the points that needed signage; requested funds for installation. l TOWN COUNCIL MINUTES #1010 4/20/94 2 1"'"' I Vice-Mayor Thompson noted in some neighborhoods the trails have been planted with trees and shrubs which block access; unobtrusive signs will direct people. The Town Manager noted his support and stated funds have been in the Town budget for 15 years for this project. The Mayor voiced concern regarding the area near Place Moulin; asked Staff for an estimate to install stairs. The Mayor directed Staff to hold a public hearing notifying neighbors around the 20 signs and homeowner associations. H. COMMUNICATIONS 6. SO. MARIN CONSOUDATED POUCE DISPATCH PROGRAM (Status Report by So. Marin City Managers, April 4, 1994) The Town Manager reviewed the letter sent by City Managers regarding the status and update on the So. Marin Consolidated Dispatch Program; overall the Managers and Police Chiefs feel the program has performed well; operated within budget, and a new budget will be presented shortly. '-' I. STAFF AND TOWN MANAGER REPORTS 7. TOWN PROJECTS, ACTIVITIES AND ISSUES The Town Manager stated he will provide more frequent memoranda to Council. The Town Manager stated the New Town Center Committee would like to make a presentation to the Council and suggested they adjourn this meeting to Monday, April 25. Council agreed. J. ADJOURNMENT I There being no further business before the Town Council of the Town of Tiburon, Mayor Nygren adjourned the meeting at 10:00 P.M. to Monday, April 25, 1994 at 6:00 P.M. to discuss the New Town Hall ballot measure.
