On June 7, 2013, you authored a letter advising the Oversight Committee of the City's intention to withdraw from the Joint Exercise of Powers Agreement that governs Task Force operations and stated your notice was to become effective on June 30, 2013. As such, the City's rights and obligations under that Joint Exercise of Powers Agreement will terminate at the end of this year. Your Chief of Police, Jennifer Tejada, has made clear to members of the Oversight Conunittee the difficult financial situation in which the City of Sausalito currently finds itself, and has expressed that it was a need to recommit funds to other priorities within the City previously expended in support of the Major Crimes Task Force that led to your decision to terminate participation in this regional narcotics unit, not the value the MCTF has provided to the City of Sausalito, or the rest of the County of Marin. The Committee believes the Task Force provides an important service to the City of Sausalito. A recent audit of their work revealed that over a 6 months' period of time, Task Force personnel had made 25 different agency contacts with members of the Sausalito Police Department, and had conducted three separate investigations that led to the arrest of individuals who were selling or manufacturing narcotics. In addition, there were four more active investigations still on -going that involved narcotics sales. I am encouraged that your June 711, letter spoke of the value the MCTF provides to its member agencies and for the gratitude you expressed for the hard work of the personnel assigned to that program. The Oversight Committee is hopeful that the City of Sausalito will continue its participation in this critically needed regional narcotics enforcement endeavor. While the Marin County Major Crimes Task Force will still respond to requests for assistance from non - member jurisdictions, the Joint Exercise of Powers Agreement does not allow that assistance to occur without seeking reimbursement for the services provided. As you can see from the quantity of work being performed by the Marin County Task Force, there is a great deal of narcotics activity taking place within the City of Sausalito. Should narcotics activity continue to trend as it did in 2012, and the police department determines it is not adequately staffed to manage those kinds of complex and very time consuming investigations, the cost of receiving sporadic MCTF assistance to combat that crime would likely result in reimbursement costs far in excess of the membership fee currently being collected. All of the cities in Marin are impacted by the crime threats associated with the use and sale of street narcotics, which commonly include thefts, burglaries, and robberies. Taking note of the recently reported 30% increase in property crime that occurred within the City of Sausalito during 2012, it is clear your city, too, is vulnerable to those crime impacts. Only together are we collectively able to mount an effective deterrent to the impacts of illegal narcotics sales and use. It is the sincere hope of the MCFT Oversight Committee that you will reconsider the City of Sausalito's June 7th notice of intent to withdraw and instead chose to remain a viable and valued member of the MCTF JPA.
