I'm the latter type of person. I love living in Tiburon because of the closeness to the water and the feeling that Tiburon is a small town with worldly possibilities. I love raising my kids here and feeling like I'm giving them the childhood of their dreams. As for volunteering for the planning department or the Design Review Board, quite simply, I'd like to add my two cents to the decisions being made about what types of houses are allowed to be built and /or remodeled. I feel like my experience as a parent, a resident and a business person will add to the board, as well as my belief that people should ideally build because they NEED something,... not just because they want to become ONE MORE Investor raising the cost of living in Tiburon. I realize these sentiments are not very popular, but as a middle child, I've always been known for being fair and for seeing BOTH sides of an argument, I think I'd do a good job of helping people who really NEED to expand their kitchen, while not necessarily slowing down those who business relies on them constantly rebuilding the same house. (And hopefully IMPOVING this house, not just driving up real estate prices!) APPLICABLE QUALIFICATIONS AND EXPERIENCE I'm a graduate of the University of Colorado with a BS in accounting. I actually use this degree as a payroll agent at my current job (of over 18 years!) at Paystar, Inc in Mill Valley, CA. I've also been a nanny, working as a contractor through RENT -A- PARENT, a downtown Tiburon business. It's through this job and my social life back when there was a restaurant called Mr. Q's on main street, that I've seen many a home in Tiburon, both with amazing views,... and in my own Belveron neighborhood, without. in my payroll experience, I've had to work through 3 software changes over the years, and my job responsibilities have ranged from relatively stress free filing,... to high stress days of transmitting taxes and calling the IRS, the EDD, ,.. you name it. I think this experience will enable me to handle whatever stress this volunteer position could possibly produce. It also allows me the perspective to know what people are talking about in terms of money. I see a lot of salaries and paychecks naturally in my line of work, and I worry that Tiburon's real estate prices are inflated and geared to the gamblers in our society, aka the real estate investor. Nothing against Real Estate investing, I know its the holy grail of Tiburon's life, .., but I could provide a valuable antidote to the 'Property values' v. people's lives debate. For one, the reason many of our businesses struggled so much during the last economic downtown, in my humble opinion, is that Tiburon is full of real estate investors, ... and these are not the type of people who actually spend money at the grocery store or the main street restaurants. A, they're in one of their 3 other houses most of the year, or B, they're overextended, having spent their last dime on their real estate investment. I actually didn't like this as a kid; It was scary to walk the streets of Ross late at night and I much prefer my own Belveron neighborhood where everyone walks their dogs around the block, day and night. But Ross had beautiful gardens and didn't allow people to build a house without a garden, it seems. I really loved that and think that many a Tiburon resident could benefit from a'greener' approach. Having said all this, I'm really NOT a tyrant at all * ** and am not looking to teli people what to do with their own hard earned money. But I do feel that I have a solid background in 'life in marina and that I could add a lot to the planning or the design review boards, Thank you for considering my application for service to my hometown, Tiburon. Feb. & March 2013 we did our pruning— in various months according to hardiness of plants. In early April we removed all the old irrigation & installed a brand new system. It is much more reliable than the previous one witch was close to 17 years old. In doing so we designed it so we now know which plants are in each of the four areas. That way If we have a problem we know exactly which plant goes with witch controller (clock) & can be fixed without guesswork. We still have adequate pressure to use the same number of controllers (four) which are also new. We still have a problem that we hope to resolve by April 2014 - that is from time to time we have batteries that are dead & if not promptly discovered will lead to dying plants. We are looking into a solar system (costs have come down) & will not rely on our 9 volt batteries. In 2013 we have completely re- landscaped 5 areas. Four of the five were done because we had very large Manzanita that died. Those Manzanita were 17 years old & their life span is 15 to 20 years old, It would have taken our volunteers days to do that work. Tiburon Public Works did I for us at no cost. With a crew of 3 trained workers they removed these dead plants in one & a quarter hours. The method was first to cut down all the branches to 2 feet from the ground using a chain saw. Then they wrapped the 2 foot high stump with a heavy chain & attached the chain at the other end to their 4 wheel drive truck —those stumps came out of the ground like butter including all the roots. In the fifth area ( at the bridge end of the garden for years plants did poorly due to very poor drainage. We found that the asphalt in that area went under the garden. Again Tiburon Public Works helped us. The dug the dirt out down to the asphalt, used a jack hammer to remove it & dug a 3o inch deep trench in which we installed almost 10 inches of rock — wrapped it with weed cloth & put new top soil. Now after re planting that area the new plants are flourishing & blooming for months. In each case we added brand new top soil & later installed new plants. We had many plants always in bloom between April & the end of November, Then with freezing frost for 12 days in Dec. not one plant was in bloom any longer. We may have lost 5% of those plants (to be re planted in March when the danger of frost is over) Submitted by HARVEY ROGERS.. NOTE: ALL DESIGNREVIEWBOARD MEETINGS AREA UDIO RECORDED Design Review Board January 16, 2014 Page 2 TOWN OF TIBURON LATE MAIL POLICY (Adopted and Effective 11/7/2007) The following policy shall be used by the Town Council and its standing boards and commissions, and by staff of the Town of Tiburon, in the identification, distribution and consideration of late mail. DEFINITION "Late Mail" is defined as correspondence or other materials that are received by the Town after completion of the written staff report on an agenda item, in such a manner as to preclude such correspondence or other materials from being addressed in or attached to the staff report as an exhibit. IDENTIFICATION OF LATE MAIL All late mail received by Town Staff in advance of a meeting shall be marked "Late Mail' and shall be date - stamped or marked with the date of receipt by the Town. Late mail received at a meeting shall be marked as "Received at Meeting" with a date -stamp or handwritten note. POLICY For regular meetings of the Town Council and its standing boards and commissions: (1) All late mail that is received on an agenda item prior to distribution of the agenda packet to the reviewing authority shall be stamped or marked. as "Late Mail' and shall be distributed to the reviewing authority with the agenda packet. (2) All late mail received on an agenda item before 5:00 PM on the Monday prior to the meeting shall be date- stamped and marked as "Late Mail' and distributed to the reviewing authority as soon as practicable. Such mail shall be read and considered by the reviewing authority whenever possible. If the Monday, or Monday and Tuesday, prior to the meeting are a Town - recognized holiday, the deadline shall be extended to the following day at Noon. (3) Any late mail received on an agenda item after the deadline established in paragraph (2) above shall be date - stamped, marked as "Late Mail' and distributed to the reviewing authority as soon as reasonably possible, but may not be read or considered by the reviewing authority. There should be no expectation of, nor shall the reviewing authority have any obligation to, read or consider any such late mail, and therefore such late mail may not become part of the administrative record for the item before the reviewing authority. These provisions shall also apply to special and adioumed meetings when sufficient lead time exists to implement these provisions. If sufficient lead time does not exist, the Town Manager shall exercise discretion in establishing a reasonable cut -off time for late mail. For controversial items or at any meeting where a high volume of correspondence is anticipated, Town staff shall have the option to require an earlier late mail deadline, provided that the written public notice for any such item clearly communicates the specifics of the early late mail deadline, and the deadline corresponds appropriately to any earlier availability of the agenda packet.
