TOWN COUNCIL MINUTES CALL TO ORDER Mayor Nygren called the regular meeting of Ihe Town Council of the Town of Tiburon to order at 7:35 PM, Wednesday, May 4, 1994 in Room 5, Del Mar School, Tiburon, California. A. ROLL CALL PRESENT: ABSENT: COUNCILMEMBERS: COUNCILMEMBERS: Thayer, Oinalski, Thompson, Wolf, Nygren None EX-OFFICIO: Town Manager Kleinert, Town Engineer Bala, Police Chief Herley, Planning Director Anderson, Finance Direclor Stranzl, Minute Clerk McVeigh B. APPOINTMENT TO COMMISSIONS. BOARDS. COMMITTEES Mayor Nygren appointed Paul Schrier to the Planning Commission. Mayor Nygren reported there are slill vacancies on the Design Review Board, Parks & Open Space Commission and Heritage and Arts Commission. Mayor Nygren direcled staff to prepare a letter of Ihanks 10 Jeff Lippstreu for his work on the Housing Committee and requested that a resolulion of appreciation be prepared for the nexl Council meeting. C. PUBLIC OUESTIONS AND COMMENTS Mr. Don Batten, Belveron Homeowners Associalion, thanked the Mayor for her efforts in connection with the successful Disaster Preparedness Day. D. COUNCIL. COMMISSION OR COMMITEE REPORTS ABAG WORK PLAN Councilmember Thompson reported on the ABAO General Assembly meeting of April 21, 1994. He voted on behalf of Tiburon on the ABAG Work Plan which will be senl 10 the State outlining how ABAO feels the State should operate. He noted that when Ihe work plan is finalized it will be forwarded to the entire Council for their information. TOWN COUNCIL MINUTES #1013 5/4/94 1 "'"" MARIN COUNTYWIDE PLANNING AGENCY Mayor Nygren reported the Agency met today in Novato for a joint Marin-Sonoma meeting. Sonoma agreed to cooperate wilh Marin Counly to apply for a joint granl to work on a Sonoma-Marin multimodal transportalion study. She noted in regard to the railroad right-of-way acquisition, a new JPA belween Marin, Sonoma and the Golden Gate Bridge District is being prepared. She noted funding for this acquisition may be in several forms, i.e. 1/2 cent sales tax, developer's fees, gas tax. E. CONSENT CALENDAR MOTION: to approve the Consent Calendar consisting of: "...... NEW TOWN CENTER (Update on Expendilures and Fulure Budget Items) Town Manager Kleinert reported this item is an updale on Ihe New Town Center Program and expenditures to date. Finance Director Stranzl reported the Town is currently on target with budgeted expenditures in regard to this project. He reported that $87,500 was budgeted and additional expenditures were authorized for the community survey, ballol measure and election expenses. He reported that this fiscal year the Town will end up with approximately $109,000 in expenditures on the New Town Center. He reported that total costs since November 1991 is $241,361.75. Mayor Nygren queslioned if the Town could place a sign at Blackie's Pasture reminding people to vote June 71h. Staff to check with Town Attorney. G. NEW BUSINESS I""" TOWN COUNCIL MINUTES #1013 2 5/4/94 r-- 8. ABANDONMENT OF STREET DEDICATION (AP #39-271-27 & 28; 170 and 180 Hacienda Drive, Robert Wayne) Planning Direclor Anderson reported that nearly 30 years ago the Town required a 5' wide strip of land along Hacienda Drive for roadway purposes. The Town's plans have changed and Hacienda Drive will not be widened or extended. The current owner is requesting that the 5' strip be abandoned or vacated by the Town. The Town Atlorney has investigated the request and sees no problem. The Planning Director noted the Town could require some sort of compensation for the property rights. He also noled thaI this will not effect any of the Town's trails. MOTION: Moved: Vote: to adopt the resolulion vacaling a portion of excess roadway along Hacienda Drive Thompson, Seconded by Wolf A YES: Unanimous 9. DOWNTOWN PARKING ENFORCEMENT (Authorize Part-Time Parking CSO) "........ Town Manager Kleinert reported Ihere is currenlly one Community Service Officer (CSO) in the Police Department who provides downtown parking enforcemenl along with other duties. There are several days and limes when there is no parking conlrol or enforcement. The Chief of Police proposes a part-time CSO Ihat would work solely on parking enforcement. This part-time posilion would be for Iwo days a week and should be self-supporting based on additional parking fines generaled by the position. He noted Staff can report back 10 Council in six monlhs 10 demonstrate how effective the position has been. Councilmember Wolf questioned if the position would receive medical benefits. Manager Kleinert slated he would like to discuss thaI issue wilh the Town Attorney; his initial feeling is the position would receive some sort of medical benefits. Councilmember Wolf noled although the cosl of the position does nol include benefits or uniforms she would support the posilion as there would slill be a net gain in revenues. ANGEL ISLAND BOUNDARY REALIGNMENT Town Manager Kleinert noted there are two small portions of Angel Island that are in the City and Counly of San Francisco's limits while the remaining portion is within Tiburon's Town limits. He noted the City and County of San Francisco has not acted on the County of Marin's request 10 amend their limits to allow all of Angel Island in the Tiburon Town Limils. STAFF AND TOWN MANAGER REPORTS 11. TOWN COUNCIUSTAFF RETREAT & WORKSHOP Town Manager Kleinert reminded Council the workshop will be held Friday, May 13, from 10 AM to 4 PM at the Corinthian Yacht Club. He requested Council contact him regarding possible agenda items. 12. CORINTHIAN ISLAND STAIRS Town Manager Kleinert reported Ihe matter will eventually be brought to the Council for abatement proceedings, but the Town is allowing the property owner lime to try 10 resolve the malter.
