Major Peninsula Development Project Status Update
The following is a status report on major development applications on the Tiburon Peninsula.

Town of Tiburon applications with approvals or currently being processed are as follows:
• Parente Vista Subdivision: 2 lots on 10 acres (end ofAntonette Road)
• Tiburon Glen: 3 lots on 26 acres (Paradise Drive near Norman Way)
• Ling (a.k.a. Stony Hill Development): 3 lots on 5.6 acres (end of Stony Hill Road)
• Alta Robles (a.k.a. S.O.D.A./Rabin): 14 lots on 52+ acres (Paradise Drive)
• Tiburon Court (Upper Trestle Glen): 3 lots on 13 acres (Trestle Glen Blvd.)
• Trestle Glen Circle (Lower Trestle Glen): 3 lots on 14 acres (Trestle Glen Blvd.)
• Belvedere - Tiburon Library Expansion (1501 Tiburon Boulevard)
• Dairy Knoll Recreation Facility (600 Ned's Way)

County of Marin applications involving major unincorporated peninsula properties are as
follows:
• Easton Point (a.k.a. Martha Company): 43 units on 110 acres (Hillhaven/Old Tiburon)
• Sorokko: 5 lots on 16 acres (Paradise Drive)
• Salvatore - Swahn: 1 home on 15 acres (Paradise Drive)
• Pan Pacific Ocean (a.k.a. Habitat for Humanity): 7 units on 17 acres (Bay Vista Drive)
This report summarizes the current status of the above - listed applications. A number -coded map
showing the general project locations is attached as Exhibit 1.

Status of Town of Tiburon Projects
Parente Vista Subdivision - - - -10 acres off Antonette Drive
The subdivision map for this project was recorded in November 2013, formally creating the two
lots. Subdivision improvements (roads, utilities, etc.) are approved but not yet underway and are
unlikely to begin before Spring 2014.

Tiburon Glen Subdivision - - - -26 acres off Paradise Drive near Norman Way
The Town Council approved a Precise Development Plan for three (3) homes on this site in April
2006, and a Tentative Subdivision Map application was approved in March 2007. Off -site tree
mitigation plans were approved by the Town Council in 2008. The Parcel Map application and
Subdivision Improvement Drawings were submitted in April 2013 but remain incomplete. The
Tentative Map approval is valid through March 2017 and may be further extended.

Ling (a.k.a. Stony Hill Development)- - - -5.6 acres at the end of Stony Hill Road
A Precise Development Plan application for three (3) lots was approved by the Town Council in
March 2008, and a Tentative Subdivision Map application was approved by the Planning
Commission in September 2009. The Tentative Map approval is valid until September 2016 and
may be further extended.

Tiburon Court (a.k.a. Upper Trestle Glen) - - - -13 acres of Trestle Glen Blvd.
The Town has approved a 3 -lot Tentative Map application for this property. The property was
acquired by new owners in 2011. Their plans for the undeveloped site remain uncertain at this
time. The Tentative Map approval remains valid until October 2015, and can be further
extended.

Alta Robles (a.k.a. Rabin/SODA) - - - -52 acres above Paradise Drive near Seafirth Estates
The Town Council approved a Precise Development Plan for this 14 -home project in February of
2012. The applicants recently met with staff and stated that they are preparing to submit an
application for Tentative Map approval in the near future.

Trestle Glen Circle (a.k.a. Lower Trestle Glen) - - - -14 acres off Trestle Glen Blvd.
The subdivision map for this project was recorded in July 2013, formally creating the three single
family building sites, and installation of the subdivision improvements (road and utilities) is
underway. No design review applications for homes have been filed.

Belvedere - Tiburon Public Library Expansion
The Town Council approved the Site Plan and Architectural drawings for this project in August,
2012. The approval is valid for five (5) years and may be extended. All discretionary permits for
the project have been issued by the Town. Building permits and encroachment permits (Town
and Caltrans) remain to be secured. Fund - raising for the addition may take some time to
complete.

Dairy Knoll Recreation Facility (600 Ned's Wmv
This 4,800 square foot public recreation facility is now occupied and in use. Final site
improvements are expected to be completed by the end of the calendar year.
Lyford Drive Multi -modal Parking Lot fiord Drive @ Tiburon Boulevard
This project was completed in early 2013.
Paradise Drive Prezonine ADDlications
The Town approved prezoning of approximately 230 acres of land at the southeastern comer of
the Tiburon Peninsula in July 2009. The approval was challenged in court by the Martha
Company. In the Memorandum of Understanding reached between the Town Council and the
Martha Company, the prezoning and litigation are on indefinite hold pending the outcome of the
Easton Point development applications being processed by the County of Marin (see below).

B. Status of County of Marin Projects on the Tiburon Peninsula
Easton Point (a.k.a. Martha Company) - -- -110 acres at the southeastern end of the Peninsula
The owners of this property filed applications for a 43 -unit project in December 2008, subject to
an amended Stipulated Judgment reached with the County of Marin in 2007. The Town and the
Martha Company subsequently entered into a Memorandum of Understanding that would offer a
reduced- density (32 -lot) alternative to be considered for approval. The Final EIR was released in
June 2013 and additional analysis was required by the County Board of Supervisors in November
2013 and is currently being prepared. The Final EIR is likely to return to the Supervisors for
consideration of certification in the first half of 2014. Merits hearings would follow.

Sorokko ---- 16 acres off Paradise Drive
The Board of Supervisors approved this 5 -lot project in October 2008. The Parcel Map has since
been recorded and the lots created. The Paradise Drive frontage improvements are likely to be
installed sometime in the coming months. No home designs have yet been filed for any of the
lots.

Salvatore-Swahn ----- 15 acres off Paradise Drive
Marin County has approved the Design Review application for this very large single family
dwelling (approximately 16,000 sq. ft.), and a secondary dwelling unit and a detached guesthouse
on this property. The design review received approval for an amendment concerning the access
roadway. The next required permit would be for building permit, but the lot is currently for sale
(with approved plans).

Pan Pacific Ocean (a.k.a. Habitat for Humanity) - - - -17 acres above Bay Vista Drive
Master Plan, Tentative Map and Precise Development Plan applications were filed with the
County of Marin for this parcel some years ago, and have been revised numerous times. The plan
proposes three (3) large single family homes near the upper reaches of the property (adjacent to
the Tiburon Crest Subdivision at the end of Via Los Altos), with access from Bay Vista Drive. In
addition, four (4) affordable two - family units (sponsored by Habitat for Humanity) are proposed
near the intersection of North Knoll Road and Eagle Rock Road. The project remains incomplete
and appears to be dormant at this time.

Plan Bay Area, adopted by the Association of
Bay Area Governments (ABAG) and the
Metropolitan Transportation Commission
(MTC), lays out a 25 -year vision for
transportation and housing to sustain our
communities, environment and economy. The
plan is available online and a limited number
of printed copies are available via the MTC -

The long -range plan, which includes $292
billion in transportation investments through
the year 2040, was developed over three
years in collaboration with thousands of Bay Area residents and local
government partners, as well as with a range of interested stakeholder
organizations. Plan Bay Area is the nine - county region's first Regional
Transportation Plan (RTP) to meet the requirements of California's landmark
2008 Senate Bill 375, which calls on each of the state's 18 metropolitan areas
to include in the RTP a Sustainable Communities Strategy to accommodate
future population growth and reduce greenhouse gas emissions from cars
and light trucks. Working in collaboration with cities and counties, Plan Bay
Area advances initiatives to expand housing and transportation choices,
create healthier communities and build a stronger regional economy.

Public Housing Waiting List:
PUBLIC HOUSING — includes both Golden Gate VILLAGE and ELDERLY /DISABLED COMPLEXES: Golden Gate
Village is a 296 unit complex located in Marin City. Our Elderly Disabled Complexes are in 5 smaller complexes in
different locations throughout Marin County. Also in both locations are units specifically for families that require
wheelchair accessibility. Public Housing is funded by the federal government and owned by Marin Housing. Residents pay
30% of their family income for rent. Low - income families are eligible to apply.
Waiting List Will be open from 2/3/14 to 2/18/14.
Applications must be received on or before Tuesday, FEBRUARY 18" 2014.

With this letter I am reaffirming my interest in being considered for a seat on the Tiburon
Planning Commission.
I wish to be involved in this community and to contribute from the knowledge and expe-
rience I have gained in my 38 years as a builder and developer of attractive real estate
projects. Since I last appeared before you as an applicant for the Design Review Board
have participated in the following:
I worked with the Tiburon Open Space Committee generating relevant information on
the struggle with the Martha Property doing the following:
• Researched and quantified square footage amounts of roads and retaining walls
• Quantified number of cubic yards and costs of earthwork required for the proposed
landslide remediations
• Calculated quantity of large truck, light truck, and vehicle trips that would travel on
Paradise Drive during the infrastructure construction and home buildout.
• Attended a couple of meetings with outside important entities.
• Spoke in front of the Marin Board of Supervisors on the above quantities and
turned in a subsequent report. (Copy attached for your interest).
Joined the Board of Directors of the Lyford Cove Old Tiburon Neighborhood Associa-
tion.
Purchased the home we have been renting on Spanish Trail and have begun making
improvements to it.
In the last three years I have done maintenance on the actual Spanish Trail walking
path from the end of Spanish Trail Road to the water tower. I have trimmed brush,
placed gravel, and put in planks for bridges over the creek. (The first three of which
were removed by unknown persons).

Here is a summary of the points I made as one of the presenters in front of you on Oc-
tober 22nd that Supervisor Judy Arnold requested I leave with you.
The # of trucks and vehicles a resident standing at the end of her driveway on Paradise
Drive will experience passing by:
The Construction Management Plan states:
Road paving... It is estimated 400 concrete truck trips (i.e.400 in and 400 out)
and 300 base rock truck trips. (700) The vehicles used will be small trucks that carry
about 6 yards of concrete and about 8 yards of base rock/dirt per truck. So in and out =
800 + 600 = 1,400 truck passings
Pg 18 of FEIR states:
It is estimated that site (will generate) 6,499 cu yds of cut material
Assuming 20 cubic yard trucks (This is where they go wrong: No truck capable of
carrying 20 yards will want to go up or down the construction road with a 25% grade)
leaving 2,863 cu yds on site export of 3,636 cu yards.
Or 182 truck loads or generate inbound and outbound 364 truck trips.
However: if we believe the Const Mngmt Plan: and each truck can carry 8 yards
now it is: 454.5 truck trips or 909 truck passings
Sub total truck passings so far on Paradise Dr = 2,309 LARGE trucks passing
Now each house construction in my experience will need a minimum of 25 LARGE
trucks delivering supplies such as concrete, lumber, steel, drywall, roofing.
43 houses x 25 trucks = 1075 truck trips or 2,150 LARGE truck passings
Total LARGE truck passings on Paradise Dr. = 4,459
During both the infrastructure and building of all the homes
Small trucks and passenger vehicles:
5 -8 vehicles per house per day so:
5 vehicles x 5 days x 50 weeks = 1,250 vehicles or an additional
2,500 vehicle passings on paradise drive or Old Tiburon streets.

NOTICE OF PACIFIC GAS AND ELECTRIC COMPANY'S APPLICATION TO RECOVER COSTS ASSOCIATED
WITH 2015 GAS TRANSMISSION AND STORAGE RATE CASE (A.13 -12 -012)
SUMMARY
On December 19, 2013, Pacific Gas and Electric Company (PG &E) filed an application with the California Public Utilities Commission (CPUC)
requesting changes to its Gas Transmission and Storage rates, effective January 1, 2015. The application requests that the CPUC authorize an increase
to our base revenue requirements for 2015 through 2017 to maintain and further modernize PG &E's gas transmission system. PG &E is requesting a
total base revenue requirement increase of $555 million for 2015 over the currently authorized level for 2014 of $731 million. PG &E also requests
additional base revenue requirement increases for 2016 and 2017 of $61 million and $168 million, respectively.
BACKGROUND
In a 1997 decision, the CPUC approved the "Gas Accord," a market structure that separated natural gas transmission and storage rates from distribution
service and rates. Underthe Gas Accord, eligible customers and third -party providers can elect to use PG &E's gas transmission and storage services
only. In accordance with Decision (D.) 97 -08 -055, which set the Gas Accord, PG &E is presenting its updated multiyear work plan and corresponding
forecast for the 2015 through 2017 period.
In this filing, PG &E also proposes how the costs to operate its transmission and storage business will be assigned to each customer class. PG &E will
use the requested revenue to invest in PG &E's gas transmission and storage assets to operate in a safe and reliable manner, and in accordance with
Senate Bill 705 which governs California's new safety standards for all pipeline operators. PG &E's comprehensi

If the application is approved, gas rates and bills will increase effective January 1, 2015. On average a residential customer using 34 therms
per month would see a monthly gas bill increase of $5.23 (or 12.6 percent), from $41.53 to $46.76. A small business customer using 284
therms per month would see a gas bill increase of $42.50 (or 16 percent), from $266.15 to $308.65. Individual customers' bills will differ.

HOW DOES THE CPUC'S DECISION MAKING PROCESS WORK?
