HomeMy WebLinkAboutTC Min 1994-07-26 TOWN COUNCIL MINUTES /. /"-' , CALL TO ORDER Mayor Nygren called the adjourned meeting of the Town Council of the Town of Tiburon to order at 6:05 P.M., Tuesday, July 26, 1994 in Council Chambers, 1101 Tiburon Blvd., Tiburon, California. A. ROLL CALL PRESENT: COUNCILMEMBERS: Ginalski, Thayer, Thompson, Wolf, Nygren ABSENT: COUNCILMEMBERS: None EX OFFICIO: Town Manager Kleinert, Town Attorney Ewing, Finance Director Stranzl B. PUBLIC OUESTIONS AND COMMENTS There were none. C. APPOINTMENTS TO COMMISSIONS. BOARDS & COMMITTEES ""'"" The Town Council unanimously reappointed Janet Braff to the Heritage & Arts Commission. D. UNFINISHED BUSINESS 1. NEW TOWN CENTER - NED'S WAY (Roland/Miller Modified Program) (a) Financing Methods/Options (b) Budget Program/Procedures (c) Ballot Measure Wording (d) Preliminary Review of Final Design (R/M) Eric Glass, architect, reviewed the revised sketches for the Police & Administrative Facility. The Council discussed the preparation of a site plan for approximately $15,000 and a "not to exceed" expense budget of $5,000. Councilmember Wolf didn't want to go along with the preparation of a floor plan until other issues were addressed. Councilmember Ginalski suggested that during the marketing plan it be made clear that it is only a suggested interior design; specific details can be ironed out after the bond measure is approved. -''' TOWN COUNCIL MINUTES #1026 7/26/94 1 The Town Manager suggested reaching consensus on 14,004 sq.ft. footprint building, and then Carolyn Garretty, Councilmembers Wolf and Ginalski and Chief Herley could meet to discuss specifics. Eric Glass stated changes in the interior wouldn't significantly affect the cost. After a detailed discussion, the Mayor summarized the matter and directed Mr. Glass to prepare a drawing in slightly more detail; a site plan, exterior perspective of the selected proposal, and comparison of building programs, and approved reimbursable expenses. The detailed floor plan was not to be included. One more estimate from Adamson & Associates for cost estimates. The Council agreed that Councilmembers Wolf and Ginalski will meet with Chief Herley and Carolyn Garretty to discuss space allocations. The Town Manager stated he will adjust the before election costs based on the new direction of the Council. The Town Manager recapped the financing of construction costs of $2,631,000, and he assumed that it includes not only the building, but landscaping, parking, lighting and demolition. The Town Manager reviewed other items such as architectural fees, Ned's Way improvements; testing and inspections during construction; furniture and fixtures; project management; utility connections and the sale of the bonds which amounts to a an additional $150,000; total financing package of $3.2 million. The Town Manager reviewed Town reserves and New Town Center Reserves and the need to add $180,000. Mark Pressman discussed additional financial details, and the Council agreed to continue discussion at the August 3, 1994 meeting when more detailed information was available. E.
