CALL TO ORDER
Vice-Mayor Thompson called the regular meeting of the Town Council of the Town of
Tiburon to order at 7:30 P.M., Wednesday, September 21, 1994 in Council Chambers,
1101 Tiburon Blvd., Tiburon, California.

ABAG AMENDMENTS TO STATE CONSTITUTION
The Vice-Mayor noted there was a time deadline to respond to proposed, State
constitutional amendments and requested this item be agendize as an emergency item.

RICHARDSON BAY REGIONAL AGENCY
Vice-Mayor Thompson stated dismantling of the drydocks should begin October 3;
precautions will be taken to prevent floating material from breaking away; agency is also
under review to restructure to reduce costs and maximize efficiency.

There was a clarification to the September 7 minutes.

3. STORM WATER MANAGEMENT & DISCHARGE CONTROL PROGRAM

The Town Attorney reviewed the Staff report; noted the word "construction" was
changed to "development".
The Vice-Mayor opened the public hearing. There being no comments, the Vice-Mayor
closed the public hearing. -

G. UNFINISHED BUSINESS
5. NEW TOWN POLICE & ADMINISTRATIVE FACILITY (Review of
Roland/Miller's Architectural Renderings for New Facility)
The Town Manager announced that Roland/Miller Associates has been purchased by
Eric Glass, architect for the New Town Police & Administrative Facility; the firm will
be called Glass Architects.
The Town Manager reviewed the renderings of the new proposal and stated Mr. Glass
offered to come to the next meeting.
Dick Hinkel, 2 Malvino Court, Co-Chair "Build It Now" for passage of Measure "I" asked
for copy of the site plan; asked about relocation of the Community Gardens.

The Town Manager stated the Council adopted a Resolution offering to help relocate
the Community Gardens but did expect the users to assist in fund raising; the Town's
Public Works Department would also assist.
The Town Manager asked the Council if a copy of the renderings should be included in
the next Town Newsletter. It was the consensus of the Council not to include the
picture; renderings to be placed in various locations throughout the Town.
H. NEW BUSINESS
6. CENTRO WEST PAVEMENT REPAIRS (Town Engineer's Status Report)
The Town Manager briefly reviewed the Staff report; stated $36,000 is in the current
budget.
The Town Engineer stated the IMS report recommended spending $156,000 for
reconstruction but didn't believe that amount included repair of the creep. Mr. Bala
reviewed his letter of September 15 which listed alternatives, and recommended Repair
of Existing Pavement and 2" Overlay for a total of $67,500 as a long-term solution, and
immediate Minor Repairs in the amount of $8,000.
Frank Buscher, 1751 Centro West, presented Council with samples of asphalt taken from
Centro West; encouraged Council to move ahead with repairs.

Frank Brooks, Centro West, urged Council to authorize repairs.
Council discussed the various alternatives. Councilmember Wolf asked Staff to estimate
if the $20,000 in the budget for minor repairs needs to be increased; asked the Town
Engineer to select priorities of streets that need to be repaired for the balance of the
budget.

To direct Staff to start with the miscellaneous repairs on Centro West;
authorization for the $67,5000 is appropriate but should be done in
conjunction with the IMS report so the Town can address the streets that
need the work the most.

ABAG DRAFT PROPOSALS FOR CONSTITUTIONAL REVISIONS

Councilmember Wolf stated there is a proposal of new requirements for initiatives;
concern is the process has been applied to the local level; recommended the entire
Section II which relates to "Local Power of Initiative and Referendum" be deleted.
Council concurred. Staff to draft letter for Vice-Mayor Thompson's signature.

There being no further business before the Town Council of the Town of Tiburon, Vice-
Mayor Thompson adjourned the meeting at 8:45 P.M. to 7:30 P.M., September 22, 1994
for public hearing of Disciplinary Action of Police Employee.
