ACTION MINUTES
TOWN COUNCIL , PLANNING COMMISSION WORKSHOP
NOVEMBER 10, 1994 7:30 PM
TOWN COUNCIL CHAMBERS
The workshop was called to order at 7:40 PM. AII-Councilmembers
were present. All Commissioners were present except Perlmutter.
General Plan/Zoninq Ordinance Amendments
There was a discussion of potential future amendments to these
documents. Ginalski suggested that the Secondary Ridgeline
Resolution (No. 2859) be added to the Open Space Element. It was
also suggested that more s~cific definitions of "riparian
corridor", "native grasslands", and "rock outcroppings" be
adopted.
There was a discussion of adopting specific policies in the Open
Space & Conservation Element addressing the preservation of the
native woodlands on the Paradise Drive side of the Peninsula. It
was determined that the Department of Agriculture's One Forest
/~ booklet was not an appropriate avenue to pursue in order to
achieve the above objective.
An ad hoc SUbco~ittee of Councilmember Ginalski and Commissioner
Schrier was formed to work with Staff on traffic model issues.
Staff was directed to work on a proposal to re-analyze peak hour
traffic conditions. It was recommended that the hours of 7-10 AM
and 2-6 PM be counted to determine if the peak hours as used in
the current traffic model are still accurate. It was felt that
these counts should be performed in late Mayor early June when
school was still in session and tourism was not at a low point.
There was discussion of amending the appeal procedures contained
in the Zoning Ordinance. The consensus was that no amendments
should be made but the Council should be conservative in
radically deviating from decisions and/or recommendations of the
Commission. It was noted that appeals of Commission decisions
are rare and that Commission decisions are almost never
overturned on appeal.
Low/moderate income housinq

Affordable housing sites were discussed, especially the parking
lot adjacent to safeway. It was noted that the Housing Committee
is currently conducting a thorough study of potential affordable
housing sites.

There was a brief discussion of staff/Commission relations and
personnel performance. Some participants suggested that a more
formal process be developed for Commissioners to be involved with
staff evaluations. No consensus was reached on this issue. .
The parking study was briefly discussed and the consensus of
Council at .its October 19, 1994 meeting was recapitulated.

inventory information gathering were already underway.
A possible leaf-blower prohibition ordinance was discussed.
There was no consensus to proceed at this time.

Staff
It was directed that the Fee Schedule be amended to charge
double-fee penalties for u~s begun prior to issuance of proper
permits.
Staff was directed to ask Commissioners and Councilmembers
whether they wished to receive the McCutchen Update letter on
land use-related court decisions.
