Mayor Wolf called the meeting to order at 7:30 p.m.

Planning Director Anderson briefly explained the purpose of the
meeting and introduced Paul Jensen and Terry Watt. It was noted
that this meeting was informational only, with no public testimony
accepted on the Draft EIR. A public hearing had been scheduled for
July 10, 1996 for public comments on the Draft EIR.
Contract Planner Jensen provided a description of the proposed 49-
unit project, often using a large colored site plan for detail.
Environmental Coordinator Watt made a lengthy presentation
discussing the objectives of CEQA, the major steps in the EIR
review process, the required contents of EIR's, and possible Town
actions on the EIR.

Watt then described the major findings of the Easton Point DEIR,
including the less than significant impacts, significant impacts,
and significant unavoidable impacts. She discussed the importance
of thresholds of significance. She further discussed areas of
controversy remaining in the DEIR, cumulative impacts, and the
seven alternatives analyzed in the DEIR.
There were no questions for Ms. Watt from either the Councilor
Commission.

Anderson described the preliminary schedule for upcoming meetings,
including a field trip.
There was extended discussion between the Council, Commission, and
applicant regarding dates for field trips; staking of the roadways,
and erection of story poles representing homes on lots. It was
determined that an organized field trip would be held on Saturday,
June 29 from 10 a.m. to 2 p.m., and that the property would be open
to the public for viewing on the weekend of July 6 and 7.
Town Staff responded to questions concerning the applicability of
the permit streamlining act to this project (it does not apply);
the ability to extend the public comment periOd (a total of 90 days
is allowable under state law); and the extent to which visual aides
such as story poles could be required of the applicant.
