SPECIAL MEETING
MINUTES
Mayor Fraser called the special meeting of the Tiburon Town Council to order at 5:00 p.m.
on Wednesday,November 29,2017,in Town Council Chambers, 1505 Tiburon Boulevard,Tiburon,
California.

AI-1. Hawthorne Undergrounding District — Consider adoption of resolution approving
Preliminary Engineer's Report,recordation of boundary map with County Recorder,and
setting a public hearing on the matter(Office of the Town Manager)
Town Manager Chanis summarized previous Council actions taken on this project.He said the Town
Council first reviewed the Preliminary Engineer's Report on September 19,2017,at which time the
Council directed Vice Mayor O'Donnell and staff to work with the engineer to improve the report
based on Council recommendations and citizen concerns.The revised report was then accepted on
November 15, 2017. Chanis said tonight's action by the Council was to adopt a resolution
formalizing that decision, and to set a public hearing date for the project.
Mayor Fraser-opened the floor for public comment.
Mel Ronick,Ridge Road,believed the Town's expenditure on this district was inappropriate because
the Town has not participated in other districts. He argued that the poles in question are difficult to
see, and there is a better use of these public funds.
SharonHampton,Hawthorne Drive,wanted the engineer to justify the assessment for the removal of
a pole she cannot see. She also expressed disappointment that she did not receive notice of the last
meeting on this matter.

— Vice Mayor O'Donnell said all parties would benefit from accepting the estimate and working to
improve it. He said the Council is recommending proceeding with the vote,and if the vote passes,a
portion of the Town's contribution will be put toward plans for the project, and after it has gone to
bid,we will know the final assessment for each property.
Councilmember Fredericks said she had no reservations about approving the engineer's report, but
would vote to abandon the project. She said she cannot condone spending public funds on a project
that would benefit only the district, when there are so many projects that would benefit the whole
community.
Mayor Fraser agreed with the Vice Mayor. He said the Town has given due diligence to the
engineer's report, which has been done properly and correctly. He said costs are increasing as the
demand for construction resources is going up.He believed the district and the Town would benefit
from a full set of biddable plans. He called for a motion.
MOTION: To adopt the resolution approving the Preliminary Engineer's Report and direct staff
to mail notices of the proposed assessments and ballots to property owners at least 45
days prior to the Public Hearing,set for February 7,2018 at 6:00 p.m.,and to record
the Boundary Map with the County Recorder within 15 days following the adoption
of the resolution.
