SPECIAL MEETING
MINUTES
Mayor Fraser called the special meeting of the Tiburon Town Council to order at 10:00 a.m.
on Thursday, December 7, 2017, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon,
California.

AI-1. Town Council Vacancy — Consider options and requirements to fill unscheduled
vacancy on the Town Council (Office of the Town Manager)
Town Clerk Stefani said in the event of a Town Counci]member resignation,the Council must either
make an appointment or call a special election within 60 days of the effective vacancy date.She said
the Council should call the special election before the end of the year, for the election to take place
on the next special election date in April,or direct staff to begin the appointment process to make an
interim appointment. She said the individual either elected or appointed to the seat will serve the
remainder of Councilmember O'Donnell's tern, until November 2018, at which time a new
councilmember will be elected to a full 4-year term.
The Council expressed its desire to make an interim appointment to the empty seat,rather than hold
an election. Town Manager Chanis reminded the Council of the 60-day deadline to make the
appointment, in this case, February 5, 2018.
The Town Clerk said she would open the application period immediately,and close it approximately
a month later. She said this was standard special vacancy procedure, and would give the Council,
staff and applicants more flexibility in scheduling interviews before the appointment deadline.
After some discussion, the Council decided to extend the application period by several days to

accommodate any Tiburon residents that may be travelling during the holiday, and the school
closures.

The Town Clerk also reminded the Council of the recent Town Council recruitment process, in
which a large pool of applications was received. She asked the Mayor if he would like to waive the
interview of any applicant that may reapply. Mayor Fraser said the Council would interview all
applicants,given the fact that Vice Mayor Kulik and Councilmember Thier were not involved in the
last interview process.

There being no further business before the Town Coun/ofe Town ofTiburon, Mayor Fraser
adjourned the meeting at 10:30 a.m.
