Government Code Section 65400(b)(1).
This annual report was reviewed by the planning agency (Tiburon Planning
Commission) on March 12, 2014, was accepted by the legislative body (Tiburon Town
Council) on April 2, 2014.

This year, Mill Valley Refuse Service requests approval of a rate adjustment of 2.91 %, which is slightly
above the Annual CPI rate of 2.2 %. A couple of factors contributed to our need to ask for this rate
increase.
This year, MVRS had to secure financing for 14 new trucks to meet California's stringent diesel engine
emission rules. In past years we were able to meet emission standards by retrofitting our older trucks
with new catalytic converter equipment. This enabled us to get the longest life possible out of our
existing fleet in the most economical way. Now, however, even these trucks need to be replaced, and
we have secured financing through a low -cost California bond to purchase 14 new trucks. Expenses
associated with purchases to be made in 2014 include $272,000 in depreciation on new trucks, and
$117,000 in interest and financing costs.
Also, some unfortunate injuries to our workforce in the past year have increased our workers
compensation costs by $223,000. Health care expenses have risen nearly 8 %, but are less than what
they might have been due to switching most of our workers over to a less expensive plan with Kaiser.
Finally, we have signed a new four -year labor contract with our Teamster Union workers that ties wage
increases to the Annual CPI rate over the length of the contract term.
In addition to this year's rate application, please note our Curbside Service and on- Premise Service Rate
Proposal, which is a separate report from the application itself.
You might remember a year ago when I first mentioned that the carry-cans our drivers use to go into
backyards to pick up trash are no longer being mass manufactured. We had to take a serious look at
how we were going to handle picking up trash cans in backyards without these carry-cans, so we
conducted a survey of Bay Area trash haulers to see how they do it. Attached is our report on what's in
store for us in a post- carry-can world.
Basically, we are finally going to have to switch to curbside service for trash just as we currently do for
recycling and compost. We do not plan at this time to distribute a third rolling cart to everyone, but will
have residents continue to use the cans they currently own. We will be seeking approval of a rate
structure that has separate Curbside, On- Premise, and On- Premise Plus rates depending on where
residents and businesses choose to locate their trash. There will be an Exemption to on- premise rates
offered for those who qualify due to physical disability.
Our proposal is explained in the attached report. We ask that you please read and familiarize yourself
with the issues involved and proposed rates for on- premise service. Details of On- Premise services and
rates will appear on the Terms & Conditions pages of the Rate Sheet. This proposal is part of this year's

rate application, but it would not go into affect until October 1 because of the time it will take to
introduce it to the public.
We look forward to discussing the rate application and Curbside Proposal with you. We understand that
some Board and Council members might want to be briefed on these proposals so that they can voice
concerns and make recommendations before you hold public hearings.
We will follow up the delivery of these hard copies with emailed pdYs of the Application and Curbside
Proposal so that you can forward them to Board and Council members. At the same time, we will
include the 2014 Rate Sheet and Terms & Conditions to be approved in upcoming public hearings.

love this community. I feel that I am young and have a vested interest in maintaining
the community in its present state and improving it to the extent possible. We have
lived in a couple of locations in southern Marin and find that Tiburon offers the best
environment for us and our family. That said my ratings were specifically selected
because I am an attorney and have seen some of my neighbors struggle with the planning
phases of their real estate projects and I feel I can help add stability to this process.

Progress report for March for Harvey's garden at Blackie's Pasture
In March we had our 4r" & final pruning session for this year.
It is the first time we accomplished this with ALL VOLUNTEER LABOR.
We had 7 or 8 volunteers at each session. The garden looks very clean now
with all that pruning done & a number of dead plants removed.
And by mid -March we have been seeing many plants in bloom.
Due to the extreme cold in December we lost all of our Leucaspermum (Protea)
plants & had to remove them. In May we will replace them with
"Barley Boysenberry Mallow" when they will be available. We have four of them
now planted last May. They were planted from 4 inch pots & now are 4 feet high
X 3 feet+ high & in full bloom. They came through the cold December with no
damage & are drought tolerant, & have a very long blooming period.
To my list of requirements for new plants I have now added that they
should be resistant to cold down to 20 degrees.
In April we hope to add a small solar system to our irrigation
of four stations. For the past year we have found dead batteries
in one or more of our 4 stations periodically. That leads to stresses
plants or dead plants. This new system made by Hunter charges
the batteries by the sun & should eliminate this problem.
By mid -April we plan to install 7 Lavender Dentata. They are not
available yet but will be soon. And with all these recent rains
we need to be on top of weed removal — easy to do when the soil is damp.

4. PRESIDENT'S REPORT
President Pierce reported on the following:
The deadline for submitting nominations for the 2014 Growing Smarter Together
Awards is February 12, 2014.
The Spring General Assembly will be held on April 17, 2014 at the Oakland Marriott
City Center. The working title is "Sharing the Prosperity from Gilroy to Colverdale
and Everywhere In- between: What are the Challenges and How do we make it
Happen."
The ABAG Legislative Workshop and Reception will be held on February 26, 2014,
in Sacramento. She encouraged Board members to attend.
5. EXECUTIVE DIRECTOR'S REPORT
Ezra Rapport, ABAG Executive Director, reported that a General Assembly
delegates meeting for San Mateo County was hosted by Dave Pine, Supervisor,
County of San Mateo. General Assembly delegates meetings will be held in other
counties.
6. ABAG CONSENT CALENDAR
President Pierce recognized a motion by Mary Ann Nihart, Mayor, City of Pacifica,
which was seconded by Leon Garcia, Mayor, City of American Canyon, to approve
the Consent Calendar.
Members discussed appointments to the Joint Policy Committee.
President Pierce reported that she has accepted the resignation from the Joint Policy
Committee by Dave Cortese, Supervisor, County of Santa Clara, and announced the
appointment of Dave Rabbitt, Supervisor, County of Sonoma, to the Joint Policy
Committee.
The motion passed unanimously.

B. Ratification of Committee Appointments
Joint Policy Committee
Dave Rabbitt, Supervisor, County of Sonoma
C. Authorization to Contract with Harris and Associates for San Pablo Avenue
Green Stormwater Spine Project Construction Management Services
Authorized the Executive Director, or his designee, to enter into a contract on
behalf of ABAG /SFEP with Harris and Associates for Construction Management
services. The contract amount will not exceed $453,000 for a term from January
1, 2014 through February 28, 2015.
D. Adoption of Resolution No. 01 -14 to Accept a $50,000 "Explore the Coast"
Grant from the State Coastal Conservancy for the Purpose of Developing a
Bay Trail Mobile Phone Application
Adopted Resolution No. 01 -14, authorizing the Executive Director, or his
designee, to accept the Coastal Conservancy Explore the Coast grant, to enter
into a contract with the State Coastal Conservancy for said grant, and to execute
any related agreements for the development of the mobile phone application.
E. Adoption of Resolution No. 02 -14 to Approve the Application for Grant
Funds for the Sustainable Communities Planning Grant
Adopted Resolution No. 02 -14, authorizing the Executive Director, or his
designee, to approve the Application for Grant Funds for the Sustainable
Communities Planning Grant and Incentives Program under the Safe Drinking
Water, Water Quality and Supply, Flood Control, River and Coastal Protection
Bond Act of 2006 (Proposition 84).
7. SAN FRANCISCO BAY RESTORATION AUTHORITY POTENTIAL BALLOT
MEASURE AND JOINT POWERS AGREEMENT
Dave Pine, Supervisor, County of San Mateo, and Member of the Governing Board
of the San Francisco Bay Restoration Authority ( SFBRA), reported on the SFBRA's
activities and potential ballot measure. He described impacts on the Bay over the
last century, the SFBRA's role in reversing the damage, regional support for funding
restoration, and the benefits of Bay restoration. He requested authorization for
ABAG to enter into a joint powers agreement with the SFBRA and the San Francisco
Bay Coastal Conservancy (Conservancy) for ABAG and the Conservancy to provide
support services to SFBRA and to approve ABAG Legal Counsel acting as counsel
for both ABAG and the SFBRA.
Members discussed county ballot costs, other tax measures on the ballot,
representation on the Governing Board, conducting an election campaign, the South
Napa County wetlands, the Delta issue and water bonds, the Cargill salt flats in the
North Bay, differentiation within San Mateo County between coastal and bay
communities, and storm water funds.
President Pierce recognized a motion by Nihart, which was seconded by Pat Eklund,
Councilmember, City of Novato, to approve entering into a Joint Powers Agreement

with San Francisco Bay Restoration Authority and the San Francisco Bay Coastal
Conservancy for ABAG and the Conservancy to provide support services to the
SFBRA, and to approve ABAG Legal Counsel acting as counsel for both ABAG and
the SFBRA. There was no further discussion. There was not public comment. The
motion passed unanimously.
8. INNER BAY AREA CORRIDORS PDA IMPLEMENTATION
Miriam Chion, ABAG Research and Planning Director, reported on PDA
implementation in the region's three largest cities and the transit corridors that
connect them, including key findings from recent site visits with local jurisdictions to
discuss current challenges and identify opportunities for collaboration. She
described the Plan Bay Area implementation framework and implementation focus
areas; inner Bay Area corridors, including the San Pablo Corridor, Oakland -San Jose
Corridor, and Grand Boulevard Corridor; key findings, regarding development
catalysts, affordable housing, PDA workplaces and infrastructure, place- making, and
entitlement efficiency; and implementation opportunities, including financial and
regulatory tools, entitlement efficiency provisions, corridor PDA coordination,
displacement and neighborhood assets, and regional and state agency coordination.
She listed next steps, including PDA planning grants, inner Bay Area corridor PDA
coordination, development trends analysis, and region -wide PDA implementation.
Members discussed displacement and neighborhood assets trends analysis and
research, and affordable housing and transit.
Brian Geiser, Oakland, commented on affordability.
9. LEGISLATION AND GOVERNMENTAL ORGANIZATION COMMITTEE REPORT
Committee Chair David Rabbitt, Supervisor, County of Sonoma, reported on
Committee activities and requested Board approval of Committee recommendations,
including legislative priorities for 2014 focusing on SB 375 and Plan Bay Area
implementation, and lowering the two- thirds supermajority vote threshold for
infrastructure taxes and bonds; 2014 legislative session, including discussion of SB
391 (DeSaulnier), California Homes and Jobs Act of 2013, watch, and SB 792
(DeSaulnier), Regional Entities: San Francisco Bay Area, oppose; 2014 legislative
workshop on February 26 at the CSAC Conference Center in Sacramento, which is
followed by a reception; and election of Scott Haggerty, Supervisor, County of
Alameda as committee chair, and Desley Brooks, Councilmember, City of Oakland,
as vice chair.
Brian Geiser, Oakland, commented on entitlement efficiency and community input.
President Pierce recognized a motion by Cindy Chavez, Supervisor, County of Santa
Clara, which was seconded by Brooks, to accept the committee report. There was
no discussion. The motion passed unanimously.
10. FINANCE AND PERSONNEL COMMITTEE REPORT
Committee Chair Bill Harrison, Mayor, City of Fremont, reported on Committee
activities and requested Board approval of Committee recommendations, including
the election of himself as committee chair and Karen Mitchoff, Supervisor, County of
Contra Costa, as vice chair; approval of minutes of December 5, 2013; presentation
and review of financial reports for October and November 2013; report on modeling

and research coordination at MTC and ABAG; review of proposed work program,
budget and membership dues for Fiscal Year 2014 -15; and no report out of closed

President Pierce recognized a motion by Dave Hudson, Vice Mayor, City of San
Ramon, which was seconded by Mitchoff, to accept the committee report, including
forwarding to the General Assembly for its approval the draft Proposed Budget and
Work Plan for Fiscal Year 2014 -2015, including membership dues increase of 2.9
percent. There was no discussion. The motion passed unanimously.

President Pierce reported on an urgency item that required Board action prior to its
next meeting. John Gioia, Supervisor, County of Contra Costa, has requested
ABAG's support of his appointment to the California Air Resources Board for which
confirmation hearings are scheduled on February 8.
President Pierce recognized a motion by Linda Seifert, Supervisor, County of
Solaro, which was seconded by Harry Price, Mayor, City of Fairfield, to add to the
agenda as an urgency item supporting the appointment of John Gioia, Supervisor,
County of Contra Costa, to the California Air Resources Board.
Members discussed the urgency nature of the request; developing policy regarding
appointments to state policy bodies; the appointment of David Rabbitt, Supervisor,
County of Sonoma, to the State Seismic Safety Commission.
There was no public comment. The motion passed unanimously.
