Subject: Major Peninsula Development Project Status Update
The following is a periodic status report on major pending or active development projects on the
Tiburon Peninsula. The last such report was made in January 2016 and there have been some
significant changes in status for several of the projects. These include the County's very recent
approval of the Easton Point (Martha Company) Master Plan for 43 homes and the expiration of all
entitlements for the Ling (Stony Hill) project.
A. Town of Tiburon projects and their status:
• Parente Vista: 2 lots on 10 acres (end of Antonette Road) UNDER CONSTRUCTION

This report summarizes the current status of the above-listed applications. A number-coded map
showing the general project locations is attached as Exhibit 1.

A. Status of Town of Tiburon Projects
Parente Vista Subdivision----10 acres off Antonette Drive UNDER CONSTRUCTION
The parcel map for this project was recorded in November 2013, formally creating the two lots.
Subdivision improvements (roads, utilities, etc.) are nearing completion. One home is completed.

Tiburon Glen Subdivision----26 acres off Paradise Drive near Norman Way APPROVED
The Town Council approved a Precise Development Plan for three (3) homes on this site in April
2006, and a Tentative Subdivision Map application was approved in March 2007. Off-site tree
mitigation plans were approved by the Town Council in 2008. The Parcel Map application and
Subdivision Improvement Drawings were submitted in April 2013 but remain incomplete. The
applicants periodically contact Town staff to convey that the project is still being actively pursued.
At last word, the applicant raised the possibility of minor amendments to the Precise Development
Plan. The Tentative Map approval is valid through March 2020.

Ling_(a.k.a. Stogy Hill Development)----5.6 acres at the end of Stony Hill Road EXPIRED
A Precise Development Plan application for three (3) lots was approved by the Town Council in
March 2008, and a Tentative Subdivision Map application was approved by the Planning
Commission in September 2009. The Tentative Map approval was extended until September 2017.
The applicant filed the Parcel Map application and was nearly completed with the processing this
summer, but surprisingly decided to abandon the project.

Alta Robles (a.k.a. Rabin/SODA)----52 acres off Paradise Drive near Seafirth APPROVED
The Town Council approved a Precise Development Plan for this 14-home project in February of
2012 and a Vesting Tentative Map application in March 2016. The owners and their consultants met
with Town staff earlier this year to indicate they were beginning preparation of the Final Map
submittal for the Town. That application has not yet been filed.

Trestle Glen Circle ----14 acres off Trestle Glen Blvd. UNDER CONSTRUCTION
The subdivision map for this project was recorded in July 2013, formally creating the three single
family building sites, and installation of the subdivision improvements (road and utilities) is largely
complete. Design review applications for two of the three homes have been approved and a building
permit has been issued for one of the homes.

Belvedere-Tiburon Public Library Expansion APPROVED
The Town Council approved the Site Plan and Architectural drawings for this project in August,
2012 and granted a five year extension earlier this year, until 2022. All discretionary permits for the
project have been issued by the Town, although conditions of approval and mitigation measures
requiring adequate parking for the project remain to be resolved/implemented prior to issuance of a
building permit. Building permits and encroachment permits (Town and Caltrans)remain to be
secured. Fund-raising for the addition continues.

Wu(St. Hilal Church) Lot Split APPROVED
The Planning Commission approved the Tentative Map for this 2-lot split in 2015. The Parcel Map
application is nearing the end of its processing. Construction of the subdivision improvements could
commence in the spring of 2018.

1694-1696 Tiburon Boulevard (New Morning Cafe) APPROVED
A conditional use permit for demolition of the building occupied by the New Morning Cafe and
Grass Shack was approved by the Town in 2015. The use permit approved construction of a new
partial 3-story mixed-use building with restaurant/retail on the ground floor and two dwelling units
above. Design Review approval was secured in May 2016. The applicant has placed the project on
hold at this time due to higher than anticipated construction cost estimates.

McKeg_ney Green Renovation APPROVED
The Town Council approved this project in 2017 and is awaiting private contributions of$400,000
to complement the Town's $1.4 million commitment to the project. If funding is secured, project
construction could begin in the spring of 2018.

Trestle Trail APPROVED
The Town Council approved this project in 2017 and it is expected to be under construction this
month.

B. Status of County of Marin Projects on the Tiburon Peninsula
Easton Point (a.k.a. Martha Company)----110 acres APPROVED MASTER PLAN
On October 3, 2017, the Board of Supervisors certified the EIR for the project and approved a
Master Plan for 43 homes, pursuant to an amended Stipulated Judgment dating to 2007. The Master
Plan constitutes a zoning approval but is not an entitlement allowing construction. The applicant

must secure a Precise Development Plan, Design Review and Tentative and Final Subdivision map
approvals before anything could be built on the property. There is a pending lawsuit regarding
alleged public trails on the property and continued community interest in acquisition of the property
for open space purposes through a negotiated purchase with the property owners.

Sorokko----16 acres off Paradise Drive APPROVED
The Board of Supervisors approved this 5-lot project in October 2008. The Parcel Map was later
recorded and the lots created. Paradise Drive frontage improvements are required prior to
construction of the homes, and the Town recently approved these improvement plans; construction
has not yet begun. The County of Marin has received and begun processing design review
applications for two of the five lots in this subdivision. While the project frontage along Paradise
Drive is located within Tiburon, the lots themselves are located in the unincorporated area.

Salvatore-Swahn-----15 acres off Paradise Drive APPROVED
Marin County approved the Design Review application for this very large single family dwelling
(approximately 16,000 sq. ft.), and an accessory dwelling unit and a detached guesthouse on this
property some years ago. The project approval was vested through construction of the roadway
leading to the house site. The next required permit would be a building permit for construction of
the buildings, but none has been applied for as yet. No estimate is available for when any further
work associated with this project might begin. The site currently appears to be for sale.

Bentley Holdings Medical Offices (Belvedere Place Office Complex) WITHDRAWN
This was a request by Marin General Hospital to allow up to 47,400 square feet of medical office in
an approximately 100,000 square foot office building adjacent to the In and Out Burger restaurant in
Strawberry. The original County approvals for the Belvedere Place Office Complex prohibited
medical offices, as the parking requirements and traffic generation rates are typically higher for
medical office uses. The County Supervisors approved the request after greatly reducing the amount
of medical office that would be allowed, but the property was subsequently sold and the new owners
had no interest in pursuing the approval for medical offices.

Former Golden Gate Baptist Seminary Site Educational/Residential Project UNDER REVIEW
North Coast Land Holdings, the property owner, dropped its proposal to relocate Branson School to
the site and has submitted revised plans to the County requesting approvals for, among other things,
a 1,000-student graduate school and up to 410 residential units to replace facilities at the former
Golden Gate Baptist Seminary property. The Town of Tiburon has great interest in the project
because of its potential traffic, land use, and noise impacts.

Recommendation 1. Each agency without a formal PE Plan should develop either a :: _`'�°
PE Plan or PE Guidelines tailored to the needs of their public and publish the results.
Town's Response:
This recommendation will not be implemented because it is not warranted or is not
reasonable. As stated in the Grand Jury report, the Town does not currently have a
formal Public Engagement Plan. CA Penal Code 933.05(b)(3) allows a response . .�
indicating a recommendation requires further analysis, which in Tiburon's case will
occur at some point in the future with regard to the development of a formal Public
Engagement Plan, or set of guidelines. However, PEN 933.05(6)(3) also requires
the analysis be conducted within 6 months from the publication of the grand jury
report, or before December 15, 2017. The analysis of this issue will likely not occur
within that timeframe.

This recommendation has already been implemented. Managers from all Marin
municipalities meet on a monthly basis to discuss a wide variety of topics, including
experiences in engaging the public on a range of issues important to our
communities.
Recommendation 4. Each agency should provide early and ample opportunity for PE
in the form of proactive engagement in order to ensure thatthepublic is aware of all
their PE opportunities.
Town's Response:
This recommendation has already been implemented. Although Tiburon does not
have a J formal Public Engagement Plan, or set ofguidelines, staff uidelines, sta strives to provide
residents ample opportunity to participate in the decision-making process and
provide input and feedback on a broad range of issues.

Recommendation 5. Post-engagement, each agency should follow up with the '

public, informing them of the results of projects and issues.

reasonable. As stated in the Grand Jury report, the Town does not currently have a �� z

This recommendation has already been implemented. The homepage of Town's z
website includes a prominent section called `Tiburon News'. Here, residents will
find comprehensive information on current issues and projects, as well as
information on how to get involved or voice their opinions on these matters.
Recommendation 7. Each agency should make PE a required responsibility of at
least one staff person and publicize that responsibility.
Town's Response:
This recommendation has already been implemented As stated in the grand jury
report (page 30), the Town has incorporated elements of Public Engagement as one
of the essential functions in the job description for Town Manager.

Recommendation 8. Each agency should offer regular PE professional development
to its staff.
Town's Response:
This recommendation has already been implemented The Town currently provides
funding in every department budget for training and/or professional development,
and we encourage staff to seek diverse training opportunities that will allow them to
improve the level of service we offer•our residents. In addition, we strive to provide

staff targeted information on customer service rind public engagement. Thisr
includes resources available through the Institute for Local Government, City
Management Foundation and International City/County Management Association. b
Recommendation 9. Each agency should develop meaningful and ongoing ��
partnerships with their local community-based organizations. a

issues and projects with a variety of community based organizations. These include
the Tiburon Peninsula Chamber of Commerce, Rotary Club(s), Tiburon Peninsula
Foundation, Belvedere Community Foundation, The Foundation for Reed Schools,
Tiburon Peninsula Soccer Club, Tiburon Green Team, Tiburon Open Space,
Belvedere-Tiburon Landmarks Society, Belvedere-Tiburon Library Foundation,

Tiburon Romberg Center, Richardson Bay Audubon and Destination Tiburon In
addition to these organizations, Town elected officials and staff engage with
numerous Homeowners Associations on a range of issues.
Recommendation 10. Each agency should include on all written communications the �r
social media platforms they use.
Town's Response:
This recommendation will not be implemented because it is not warranted or is not
reasonable. The Town does not currently actively utilize social media platforms.
However, on August 16, 2017, the Tiburon Town Council adopted a comprehensive `r

Social Media Policy, which provides a f amework.for the use of social media
platforms. If in the future, the Town begins to use social media platforms, staff will
include this information on all written communication.
Recommendation 11 . Each agency should communicate and emphasize to the public
the importance of participation in PE.
Town's Response:
This recommendation has already been implemented As stated previously, the
Town does not currently have a formal Public Engagement Plan. However, staff
and elected/appointed Town officials are committed to engaging our residents to the
greatest extent possible. This engagement occurs both formally, through extensive
outreach and noticing on individual issues as they arise, and informally, by meeting
with and engaging residents on a variety of issues every day. �`

part of that process.
